    Print This Document Sunshine Country Club Estates, Inc. ​ RULES AND REGULATIONS PERTAINING TO NON-COMPLIANCE TO COVENANTS FEE SCHEDULE ​ (Below is the Original document dated September 1, 2021 which was filed with Cameron County, State of Texas) (As updates occur to this document, all previous copies are replaced by the update.) WHEREAS, the Board of Directors (the "Board") of Sunshine Country Club Estates, Inc., (SEPO/the "Association") finds that there is a need to establish orderly procedures and structure for the imposition of fees for non-compliance by a homeowner to the declaration of Covenants, Conditions and Restrictions, and all amendments thereto for Sunshine Country Club Estates, Inc. (the "Declaration") and the Bylaws of Sunshine Country Club Estates, Inc., (the "Bylaws"); and ​ WHEREAS, pursuant to Article II, Sections 2.1, of the COVENANTS, where the “DECLARANT or OWNERS ASSOCIATION shall be refer to SUNSHINE COUNTRY CLUB ESTATES PROPERTY OWNEERS, INC,” and Section 8.1, where the DECLARANT, (acting through its Board of Directors), shall have responsibility and authorization to prescribe Rules and Regulations covering the use of the Common Areas, streets, utilities and any other portions of the properties and to collect fees and fix assessments, and not specifically reserved to the membership by the Declarant, Articles of Incorporation, or by other provisions of the Declaration, Articles of Incorporation or by other provisions of the Declarations of these Bylaws; and WHEREAS, pursuant to Article IV Board of Directors, Section 4.01 of the Bylaws, “The affairs of the Sunshine Estates Property Owners, Inc. shall be managed by its Board of Directors.” ​ WHEREAS, the Board has determined that it is in the best interests of the Association for it to promulgate Rules and Regulations pertaining to fees and specifically establish a fee structure. ​ NOW, THEREFORE, IT IS RESOLVED that the following Rules and Regulations Pertaining to Non-compliance to Covenants Fee Schedule are established for the imposition of fees in Sunshine Country Club Estates, Inc., as follows: ​ I. NOTICE OF VIOLATION ​ For violations other than construction without Architectural Control Committee ("ACC") approval, the Board shall give an Owner written notice of the violation and opportunity to cure the violation before imposing a fee. The following notification procedure shall be followed: ​ A. First Notice: The Association shall notify the Owner of the violation by written letter sent by first class mail. The notice shall contain the following information: 1. A description of the violation and reference to the provision of the Declaration being violated, and the action that must be taken to cure the violation. ​ 2. A statement that the violation must be corrected within fifteen (15) days from the date of the "First Notice." ​ B. Second Notice: After issuance of the "First Notice" and expiration of the fifteen (15) day compliance period, the Association shall notify the Owner, by first class mail and certified mail, return receipt requested, if the violation described in the "First Notice" has not been resolved. The "Second Notice" shall contain the following information: ​ 1. A description of the violation and reference to the provision of the Declaration being violated, and the action that must be taken to cure the violation. 2. A statement that the violation must be corrected within fifteen (15) days from the date of the "Second Notice" or a fee will be applied to the Owner's account. 3. The amount of the fee that will be assessed if the violation is not cured within the time allowed. 4. A statement that the Owner will be charged attorney's fees and costs incurred by the Association in enforcing the Declaration and/or abating the violation if the violation is not cured within thirty (30) days from the date of the "Second Notice." 5. A statement that the Owner may request a hearing before the Board of Directors by submitting a written request for the same to the Board within thirty (30) days of the Owner's receipt of the "Second Notice." C. Third Notice: After the issuance of the "Second Notice" and expiration of the compliance period, the Association shall notify the Owner by first class mail and certified mail, return receipt requested, if the violation described in the "Second Notice" has not been resolved. The "Third Notice" shall contain the following information: 1. A description of the violation that is the basis for the fee and reference to the provision of the Declaration being violated, and the action that must be taken to cure the violation. ​ 2. A statement that the fee for non-compliance is being added to the Owner's account for not curing the violation within the specified period of time contained in the "Second Notice." ​ 3. A statement that there will be continuing fees in accordance with the "Fee Schedule" as each subsequent fifteen (15) day period elapses and the violation is not cured. ​ 4. A statement that there is no aggregate amount of the fees which may accrue for the same violation. Additionally, that if the matter is referred to legal counsel for further enforcement measures, all attorney's fees and costs incurred by the Association will be charged to the Owner's account in accordance with Chapter 209 of the Texas Property Code. ​ 5. A statement that the Owner may request a waiver of the fees by submitting a written request to the Board of Directors after the violation is cured. ​ 6. The amount of fees being assessed against the Owner. ​ II. HEARING ​ The Board shall follow the procedures stated in Chapter 209 of the Texas Property Code in conducting a hearing. Within ten (10) days of the hearing before the Board of Directors, any documents relied upon by the Board as to the violation shall be provided to the homeowner, and failure to meet such deadline shall result in an automatic fifteen (15) day extension of the board hearing on the Homeowner’s appeal. ​ III. FEE SCHEDULE ​ The imposition of fees will be on the following basis: ​ A. First Violation: $100.00 imposed for each fifteen (15) day period that the same violation continues to exist until cured. ​ B. Addition but Separate Violations of the Same Restriction Within Six Months of Receipt of the “Second Notice": $200.00, which may be imposed every fifteen (15) days that the violation continues to exist until cured. C. Aggregate Limit: There is no limit to the aggregate limit amount of fees imposed for the same violation. IV. CONSTRUCTION WITHOUT ACC APPROVAL ​ A. Pursuant the Declarations, Architectural Control Committee ("ACC") approval, in writing, is required prior to commencing construction or demolition, or making any changes to the exterior design or appearance of any improvement on a lot in the Association. ​ B. Any construction of exterior home improvements, modification and/or additions including but not limited to fencing, sheds, barns or other outbuildings started prior to written approval by the The Association and/or ACC will incur an immediate $500.00 fee. Notice of the violation and fee will be sent as soon as the violation is discovered by the ACC or Board. ​ C. If said construction does not halt immediately upon receipt of violation and fee notice, an additional fee of $100.00 will be imposed every day until construction ceases. V. INFORMATION REGARDING FEES ​ A. Fees will be imposed in addition to and not in lieu of any other rights or remedies of the Association allowed by the Declaration or other Rules and Regulations adopted by the Board. ​ B. Fees are imposed against the Owner and are the obligation of the Owner of the property. ​ C. An Owner should notify the Board when a violation is cured. Upon verification, the violation will be deemed to no longer exist. Unless fees are waived by the Board, the Owner will remain liable for all fees imposed under these Rules and Regulations. If the fees are not paid on demand, the account may be referred to legal counsel for collection. The Owner shall be responsible for all attorneys’ fees incurred in connection with the enforcement of any provision of the Declaration and/or the Rules and Regulations in accordance with the provisions of Chapter 209 of the Texas Property Code. ​ IT IS FURTHER RESOLVED that the purpose of these Rules and Regulations Pertaining to Fees and Fee Structure is to provide a standard for the Association. Notwithstanding these Rules and Regulations, the Board may set fee amounts on a case-by-case basis, provided the fee is reasonable considering the nature, frequency, and effects of the violation. The Board may also establish a schedule of fees for certain types of violations. If circumstances warrant a variance from the Association's published Rules and Regulations, the Board will document the reasons for the variance in the minutes of its meeting. The amount and cumulative total of a fee must be reasonable in comparison to the violation and should be uniform for similar violations of the same provision of the Association's documents. The below is a synopsis. All funds accumulated shall be administered by a committee of five members appointed by the Board of Directors. Duties of this committee include the keeping of detailed records of contributors and the amount given. The committee shall act as advisories to the Board of Directors in the use of these funds. Now keep reading and prepare to take a trip to the grocery store so that you can cook up a storm in order to enjoy yourself again with these savory delights !!! ***************************************************************************** ​ Chinese Cabbage Salad (from Women's Club - Casino Night: 02-23-2019) Salad: 1 head of Napa cabbage(chopped fine) A large package of cole slaw mix was used for Casino Night. 1 bunch of green onions, chopped These were not added for Casino Night Crunchies: 3 packages of Ramon Noodles, any flavor You will not use the seasoning packet so discard or save for another use. Place the noodles in a large ziplock bag and crush into small pieces. Melt 1/2 cup butter in large fry pan and add the crushed crunches and brown and add 1 cup slivered almonds. Shaved almonds were used for Casino Night. Remove from heat and let cool. Pour on top of salad - Dressing: 1 cup oil 1 cup sugar 1/2 cup white vinegar 2 Tbl soy sauce Pour dressing on top of salad just before serving, then toss ​ This makes a very large salad. It is in the frozen meat section and is called Bryons Barbecue Pork. ***************************************************************************** Chicken Philly Cheese Steak (from Women's Club - Casino Night) 2 Tbsp oil 2 Tbsp butter 2 skinless, boneless chicken breast OR 4 large boneless, skinless chicken thighs - thinly sliced garlic powder(3 tsp) or minced garlic(to your taste) salt and pepper 2 bell peppers, thinly sliced 1 large onion, thinly sliced 1 chicken bouillon cube, crushed 1 Tbsp brown sugar 1 Tbsp worcestershire sauce Add oil and butter to a large skillet over high heat. Season the thinly sliced chicken generously with garlic, salt and pepper. Add chicken to the skillet and cook for 5 minutes stirring every minute. Add bell peppers, onions crushed bouillon, brown sugar and worcestershire. Continue cooking, stirring occasionally and adjust heat to medium high when necessary. Continue cooking for 15-20 minutes or until any liquid is absorbed and chicken and veggies start to really caramelize.. Place cheese on both sides of a sub roll and place meat and veggie mixture the middle. Wrap each sub in aluminum foil and place in a pan in oven for 5-10 minutes at 350 degrees or until bread is warmed and cheese is melted. ***************************************************************************** Potato Rolls (from New Homeowners’ Party: 01-13-17) This is a bread machine recipe. It makes 32 dinner rolls per batch. Put in machine in the following order; § 1 3/4 C water § 4 C bread flour § 3 Tbsp. olive oil § 1 1/4 tsp. salt § 2 Tbsp. sugar § 1/2 C instant potato flakes § 1 3/4 tsp. yeast Process on dough cycle, when complete shape into desired forms. ***************************************************************************** ​ Brisket (from New Homeowners’ Party: 01-13-17) Ingredients: · 3-4 lb. flat, well-trimmed beef brisket · 3-4 cups cold water · 1 cup white vinegar · 4 bay leaves · 2 Tbsp. veg, oil · 1 Tbsp. liquid smoke · garlic powder to taste · salt & pepper to taste · your favorite bar-b-que sauce Preparation: 1. Marinate brisket in water, vinegar and bay leaves for at least 8 hours or overnight. - Do this in a plastic or glass container. 2. Drain and pat dry. 3. Rub with mixture of oil, liquid smoke, garlic powder salt & pepper. 4. Wrap tightly in foil and place in roasting pan. 5. Bake in oven at 300 degrees for 4 hours. 6. Cool, slice and place back in foil. (I remove all fat when slicing) 7. Cover brisket slices with your favorite bar-b-que sauce (Sweet Baby Ray's was used at the dinner) diluted with the juice from your cooked brisket. 8. About 1 hour before you plan to serve, heat at 325 degrees for 1 hour. ***************************************************************************** CHOCOLATE TRUFFLE RECIPE 1/2 cup water 1/2 cup sugar 18 ounces semi sweet chocolate chips 1 cup butter 6 eggs Preheat oven 300*. Grease 9 " pan & grease parchment paper & put in bottom of pan. Put water & sugar in pan heat till sugar is dissolved completely. Set aside to cool. Melt butter in pan add chocolate chips & stir till melted. Add eggs one at a time & mix well. Add cooled sugar water, mix well. Pour batter into prepared pan. Add boiling water to larger pan & place pan into. Bake for 45 minutes. Center should be soft set. ***************************************************************************** BUTTERNUT SQUASH SOUP from Ladies' Luncheon 2 large butternut squash [6 lbs.] 4 large carrots 1 large onion 1 head garlic 3 large stalks celery [chop, boil till very soft, retain liquid and blend] 1 1/2 L. chicken broth 1 stick butter crème fraiche salt & pepper olive oil parsley Peel squash, carrots and onion. Cut into cubes. Drizzle baking sheet with olive oil. Spread cubed veggies on sheet, drizzle with oil, sprinkle with salt and pepper. Slice top off head of garlic and drizzle inside with olive oil, place on sheet. Roast veggies @ 350 for 30 minutes or until soft and starting to brown. Cool veggies and squish garlic out of skin. Place veggies, including blended celery, in batches, in blender with enough chicken broth to blend to a smooth consistency. If still too thick, add 1 T. chicken soup base powder to 1 cup water, mix into soup till desired consistency is achieved. Add 1 stick butter and reheat soup. Salt and pepper to taste. Garnish with Crème fraiche and chopped parsley. Enjoy !! submitted by Dale Hopfner Several have asked for this recipe and seeing as I can't remember who they were I will print it here. ***************************************************************************** Microwave Peanut Brittle 1 cup sugar 1/2 cup light corn syrup 1 cup salted peanuts 1 tsp. butter 1 tsp. vanilla 1 tsp. baking soda generously butter a cookie sheet and have it ready next to the mico. In 2 qt. mico. bowl, combine sugar & corn syrup; stir until well mixed. micro on high for 4 mins. Remove from oven, stir in peanuts. and mix well. Micro on high for 4 mins. Remove and add butter & vanilla; stir well. Micro for 1-1/2 mins. Remove and add baking soda. Gently stir until light & foamy. Quickly pour on cookie sheet & spread with buttered spatula. (this should be done quickly or it will harden in bowl) Cool for 30 - 60 mins. Break in pieces. Makes about 1/2 pound. Lorraine Lewis ***************************************************************************** Recipes from Farewell Party Chicken or Turkey Casserole Cover the bottom of a 11X15 pan with buttered bread Add 4 to 6 cups cooked coarsely cut chicken or turkey 1 small can chopped mushrooms-drained and spread over 1 small can sliced water chestnuts- drained and spread over Combine: 1 can condensed cream of mushroom soup (undiluted) 1 can condensed cream of celery soup(undiluted) 1/2 cup miracle whip Spread this mixture over the chicken layer Spread a 2 oz. jar of pimento over this Cover with thin slices of American cheese Beat 4 eggs and 2 cups of milk .....pour this slowly over all and cover with foil and chill in refrigerator over night Leave foil on and place casserole in cold oven..... turn oven to 350 and bake until the cheese melts Mix one small pkg. Pepperidge Farm dressing with 1/2 cup melted butter Remove from oven and sprinkle dressing over Return to oven and continue to bake until crisp and brown.....total baking time 1 1/2 to 2 hours ***************************************************************************** Honey Glazed Cranberry Carrots(Ina Hillman) 1/2 cup orange juice 1/4 cup butter 1 Tablespoon fresh grated ginger root 1/2 cup dried cranberries 2 Tablespoon honey 2 lb. Fresh carrots Combine all ingredients except carrots in a small sauce pan---bring to boil stirring constantly -- boil 15-20 minutes until glaze is thickened and coats back of spoon. Cook carrots --- drain well---add the honey mixture ... toss well makes 4 cups ***************************************************************************** Cherry Bliss Brownies Preheat oven to 350 degrees 1 19.5 pkg. brownie mix 1/3 cup vegetable oil 3 eggs lightly beaten 1/4 cup water put this brownie mixture in a 9 X 13 greased pan .... set aside 1 8 oz. softened cream cheese 5 tablespoon butter, softened 1/3 cup sugar 2 eggs lightly beaten 2 tablespoon all-purpose flour 3/4 teaspoon vanilla Beat cream cheese and butter in mixing bowl until fluffy. Add sugar. Beat in additional 2 eggs, flour and vanilla. Drop spoonsful of the mixture over brownie batter in pan. Use a knife to gently cut through batters to create a marble pattern. 1 21 oz. Cherry pie filling Spoon Cherry pie filling over top. Bake 50 - 60 minutes or until toothpick comes out clean. Cool and serve ***************************************************************************** Chili recipe from the potato bake supper: 1 large jar spaghetti sauce 1 package dried chili mix. at least a pound of hamburger and or Italian sausage onion. Brown meat and onions. add spaghetti sauce and dried chili mix and add other places to taste . use at least one if not two or three cans of chili beans this is also to taste preference. Simmer very low for an hour or two hours to get all the flavors through. tastes really well even if you don't have enough time to some right for more than a half an hour simple easy and I think yummy thanks for asking for the recipe Karen Luau Recipes We had requests from folks for recipes served at last evenings Luau. Here are the corn & rice recipes. The pork loins were cooked in sea salt, liquid smoke & apple cider. Linda & Marion ***************************************************************************** Creamed Style Corn 2 lbs of frozen corn, thawed 8 oz cream cheese 2 Tbsp butter Salt/Pepper 1/2 tsp cumin (optional but good) 1/4 C of 1/2 & 1/2 or milk Spray the inside of a crockpot. Place butter on bottom, add corn, cream cheese, salt/pepper, milk.Cook on high until it starts to bubble, turn to low. Cook all day. ----------------------------------------------------------------------------------------- We modified the rice recipe by cooking the rice on the stove & then adding chopped garlic, peppers & 1/3 c chopped onion. We then added the chopped sautéed vegetables & raisins to the cooked rice. We chose to omit the nuts, pineapple & parsley ***************************************************************************** Hawaiian Rice Pilaf 1 Tbs. butter 1-1/2 cups long-grain white rice 2 to 3 cloves chopped garlic 2/3 C green pepper 3 cups chicken broth 1/2 cup golden raisins 1/2 cup roasted macadamia nuts salt to taste-we did not add salt parsley Preparation: Melt butter in oven-proof casserole dish (with lid). Add rice and garlic, stirring to coat. Stir in peppers and chicken broth. Cover, and bring to boil. Stir in raisins, macadamia nuts and sage. Add salt if desired. Cover, and place in preheated 375-degree oven for 18 to 20 minutes. When rice is finished baking, gently stir in pineapple and parsley. Serve immediately. Bon appe'tit. ​ Back to Top

Meets: Every Thursday (Jan thru Mar) from 6:30 to about 8:30 PM Location: Classes are held in the woodshop, which is located in the storage area, and you will need your front gate clicker in order to enter. Details: Stained glass classes are underway. These sessions are for all residents and renters who are interested in trying your hand at stained glass. We have many donated items, such as patterns, tools, glass, etc., so you need nothing but your own imagination, and your two hands, and a desire to try this art form. There is no exact order for the classes, so if you miss a week, that is not a problem. I am hoping to have a few other glass artists to assist in helping people feel more comfortable working with the glass. News & Events (Current Year: 2023) Sent 2023-01-09: Stained Glass class - I will begin the stained glass instructions this Thursday evening from 6:30 pm in the Woodshop. You will need your front gate clicker in order to enter the storage area. Class usually runs til about 8:30. The first couple weeks are usually large classes. If there are any experienced stained glass people, I could really use your help to break up the group into manageable sizes. There is no fee for your first project.     Woodshop News & Events ​ Previous Years Sent 2022-03-08: Wood Shop Orientation Class Thursday March 10th 5 pm - Wood Shop Orientation Class Thursday March 10th 5 pm in the wood shop. This class is a requirement for using the wood shop. A one-time attendance is required. The shop will be closed during the class. Everyone attending this event “in person”, by their presence, acknowledges potential exposure to Covid-19. Each person is responsible for his/her own choice as it relates to attending events. Suzie Sawyer, President ​ (FROM Newsletter: 02-2020) Woodworker’s Club Report - Once again, the residents of Sunshine Estates gave outstanding support to the Woodworker’s Club and its spaghetti dinner this past week. And the number of people who gave their time to prepare the food (special kudos to the kitchen help), served the food and drinks, baked cakes and cleaned up afterwards are thanked for spending their time and efforts to help the Woodshop as well. As some of you know, the Woodshop is replacing the current table saws with SAWSTOPS that instantaneously shut down should a finger or hand touch the blade when the machine is running. Thanks to Pat Harvey and his committee for undertaking this huge task. One of the SAWSTOPS will be purchased with Woodshop funds; the other through a fundraising effort. If you’d like to support the Woodshop in this project as well, you can do so by delivering a check to the Woodshop. Monitor trainings have been given by Jack Berning and there are currently 24 authorized monitors for the Woodshop; in January, 13 more people took the Orientation and Safety Class done by John Chajec. Consider giving woodworking a try! On Tuesday, February 4, from 6:00 p.m. to 9:00 p.m., Dennis Pickett will be teaching a class on lathing acrylics in the Woodshop. He has made some beautiful bowls and vases and it’s another hobby that can be fun and challenging. No need to sign up; just show up! Thanks, Dennis, for doing this for us. Wednesday, February 5, at 8:00 a.m. is the monthly scheduled woodshop clean-up and we sure would love to see a few more faces to help the dependable 4-5 people who always show up to clean. At the most recent meeting, the Woodworkers’ Club elected new officers for 2020. They include Cathy Chajec, Treasurer; Marian Young, Secretary; Jack Berning, Vice President; and Suzie Sawyer, President. The term of office begins on January 1, 2020. A heartfelt thank you to Chuck McEvoy who served as the Woodshop Secretary for 4 years. The membership was recently presented with a proposal to investigate the possible purchase of a miraculous table saw called SAWSTOP. If you google it, you will see that somehow the whole table saw shuts down in a flash if flesh or dampness touches the saw blade. A demonstration of the SAWSTOP was held on Tuesday, December 17, and over 30 woodworkers attended. All were amazed at the split-second response of the table saw that eliminates the hazard of being cut by the saw. At the January 10 meeting, the membership will consider purchasing a SAWSTOP from the treasury and having a fund-raising effort to purchase a second SAWSTOP. The technology is available to end the possibility of serious injuries on table saws, so the matter is worth addressing. We encourage woodworkers to attend the January 10 meeting at 1:00 p.m. at the Woodshop to vote on this matter. It is our hope that SEPO residents will once again support the Woodworkers’ Spaghetti Dinner scheduled for Tuesday, January 21. Cathy Chajec is again heading up the event and will need several 9x13 cakes, cooks, servers and a clean-up crew to provide a nice evening at Retzlaff Hall. Tickets will be on sale starting January 6 and can be purchased from members of the Woodworkers’ Club. THE WOODSHOP WILL BE CLOSED ON THANKSGIVING! It will also be closed on Friday, November 29, for maintenance. The Sunshine Birding and Nature Club is open to all residents of our community. We typically host a community-wide potluck and bring in a featured speaker for a very enlightening program in January. Watch for notices to be in the Sunshine Newsletter and SEPO E-mails for more information closer to that time. Later in the spring we try to have a field trip related to the program, which is also open to the community to participate. Some past trips have included; Port Aransas to see the whooping cranes, South Padre Island Birding boat tours, Laguna Atascosa tour, the Turtle center and the National Birding center. Occasionally a birding walk through our community is hosted by someone with experience in identifying birds. Watch the Sunshine Newsletter and SEPO E-Mails for announcements. Background on the Club: The Birding and Nature Club is an offshoot from the volunteers who cleared the area along Texas avenue after hurricane Dolly (July 2008). Prior to hurricane Dolly the brush and trees grew up all the way to the chain link fence in the area past the front gate. Further the swamp and bushes grew up along much of Texas avenue to your left as you drive into our neighborhood. After hurricane Dolly the residents / volunteers decided to clean up the area significantly. Besides clearing the area of brush and broken trees they also raised the money to plant 56 new trees. Those same volunteers built and funded the pergola, the gazebo and the park benches that you now see and enjoy. As you look at the gazebo you will notice that there are a group of panels below the railing. All of the birds shown in those panels have been seen in our Sunshine swamp. Blackie has been seen a few times around the neighborhood recently and we haven't seen blackie for some time. That's really unfortunate because blackie is perhaps one of the best friends in nature that we can have. Blackie is officially known as a Texas indigo snake. Now you are probably repulsed by the idea of a snake being our best friend. But do not fear but rarher respect blackie because blackie eats other snakes, poisonous ones as well as a wide variety of other small creatures. Blackie is neither poisonous nor aggressive but really a very placid creature. Most adult indigo snakes grow to between 5½ and 6½ feet in length. The longest recorded indigo snake was nearly 8½ feet long. SEPO BOARD Sent via SEPO ENews 2022-09-24: NEED: Volunteers for 2023 SEPO NOMINATING & ELECTION Committees - The Board is currently looking for volunteers for both the Nominating and Election Committees. Several residents in our community have previously served on one or both of these committees. The Board is confident they will either volunteer again or be available to assist this year's committee members with any questions / issues they may have. Nominating Committee: Primary Duties - After determining how many open positions are available for next year’s SEPO Board, the goal of the Nominating Committee is to identify and vet qualified candidates for these open positions. We need a committee chairperson and from two to four additional committee members. Election Committee: Primary Duties - The committee shall prepare the election ballots, stuff envelopes, man the registration tables at the Annual Shareholders Meeting and count votes cast in the ballots provided. We need a committee chairperson and from five to ten additional committee members. The plan is to have committee process documents / manuals available in the next couple of weeks to assist each committee. If you have any interest in being on either of these committees or just have questions right now, please contact any Board member at your earliest convenience. Then somebody shuffles the deck and calls the cards one by one. If you get 5 across, up and down or diagonally you have a Pokeno. Before each hand people put some pennies in containers. Also, as you're playing you put a penny on each spot that matches the card that's been called. If you get a Pokeno you win everybody's pennies that they have on their cards at that time. There are other ways to win also, like if you get 4 of a kind, 4 corners, etc. No skills needed. No partners. If 3 or less people show up, we cancel. It's not hard, it's a lot of fun. You should show up with a few dollars' worth of pennies so that you're not always running to the bank. TUE 8:30 - 11 am, Pickleball (All Year: Tue & Thu / Tennis Court) Contact: Marlene Hall (or just Show Up) Location: Tennis Courts (Pickleball nets are put up in place of the Tennis nets.) Details: All skill levels of players are invited to come out and enjoy the Fun and get some Exercise. As more people arrive, we assess the need for another net to go up. Some like to play continuous and some like to take a rest between games. Wind: We have had some pretty windy days when we choose not to play. Future plans could include: Working with area captains and work out deals for the club. Have guest speakers about fish and fish habitat and how our club could make a difference. We may plan a fish fry as a money maker for the club. Work with the SEPO Board in pond flora, fauna & habitat. Tony Tramel SEPO Board Secretary ​ The Agenda for the meeting was provided and follows. Jim Kennedy called the Board meeting to order at 3:00 PM, July 20, 2020, and asked for a roll call. Those present at the meeting included, Jim Kennedy, Lyn Swonger, Frank Tewell, Mecca Henry, Neil Morehead and Tony Tramel. Mecca Henry moved to dispense with the reading of the prepared minutes and to accept them as submitted. Tony Tramel seconded the motion and it was accepted unanimously. The minutes of June 5, 2020 were approved and are below for reference and noted as being approved on July 20, 2020. Jim Kennedy indicated the purpose of this meeting was related to requests made by Treasurer, Mecca Henry, regarding “re-designating” the Executives named on our Wells Fargo Bank Account. Secondly, Mecca Henry requested the Board to review financial information regarding SEPO Accounts and to evaluate the need to modify if the Board deemed it appropriate. Our current Wells Fargo account lists existing Executives on file for the account as John Chajec, former President, and Pat Harvey, former Board member. Mecca felt it is most appropriate to remove these two persons’ names who are no longer Board members, and to designate two current Board members to replace them. Resolution 2020-02, a copy of which can be found HERE for ease of reference, was offered up for introduction to the Board by Tony Tramel and indicated the two Executives to be listed on file as Jim Kennedy and Mecca Henry. There was no second to this motion. Therefore, the motion died for lack of second. After more discussion by Lyn Swonger, where he indicated Mecca Henry should not be one of the listed Executives and instead the persons should be Jim Kennedy and Frank Tewell, a motion was made by Lyn Swonger and seconded by Tony Tramel, with this provision. Those voting in favor were Jim Kennedy, Lyn Swonger, Frank Tewell, Neil Morehead and Tony Tramel. Mecca Henry did not vote in the affirmative on this motion. The motion therefore was adopted by the Board. The Board then individually signed Resolution 2020-02 and it was to be notarized by Valerie Basaldua, Office Manager, who witnessed the signatures. A draft of this Resolution had been presented to Wells Fargo representatives, who indicated this document, once executed, would suffice to modify the Executives on file for our Wells Fargo bank account. At the last Board meeting discussion was opened about the interest rates we are receiving for three accounts held by SEPO. Mecca Henry pointed out we are receiving interest on all our accounts, except the Wells Fargo account. She further indicated the Wells Fargo account requires a minimum of $25,000 to be maintained to minimize fees that are typically assessed to non-personal bank accounts. This Wells Fargo account is used primarily as our operating account. Mecca Henry then followed up on her indication she would report back to the Board concerning the amounts and related interest for each account. ​ Mecca Henry then presented a summary of the bank accounts which are currently under the control of SEPO, which are HERE . ​ The current accounts noted above represent our “Cash Account Balances”, as noted earlier. SEPO also has a Wells Fargo Account which is used to pay for recurring expenses and our budgeted items. Funds are moved periodically throughout the year, when needed, from one of the three accounts noted above to our Wells Fargo operating account. Mecca expressed her concern about our ability to interface with First Internet Bank, because there is no staff locally, and it is almost impossible to speak to someone on the telephone. The CD for First Internet is scheduled to mature on August 3, 2020. So, if SEPO were going to change banks, we need to do it at maturity for this CD, because it would automatically roll over on this date. After a discussion regarding the interest rates and other related advantages by Mecca Henry, a motion was made by Mecca Henry and seconded by Lyn Swonger, that action should be initiated to move funds as follows . The motion was passed unanimously by those present at the meeting. Mecca was requested by Jim Kennedy to set up any required meeting with Banking staff related to either of the issues approved by the Board on this date. A motion was made and accepted to adjourn the meeting at 3:30 PM. Tony Tramel SEPO Board Secretary ​ SEPO BOARD MEETING MINUTES 3:00 PM, Retzlaff Hall, Friday, June 5 , 2020 (Approved July 20, 2020) Jim Kennedy called the Board meeting to order at 3:00 PM, June 5, 2020, and asked for a roll call. Those present at the meeting included, Jim Kennedy, Lyn Swonger, Frank Tewell, Mecca Henry, Neil Morehead, and Tony Tramel. Jim Kennedy indicated the primary purpose of this meeting was to review and approve the minutes of April 29, 2020, as well as those of May 5, 2020. Documented approval by the Board was needed by Mecca Henry, Treasurer to provide an official / documentation of the Boards actions on those dates for the financial institutions SEPO uses. Specifically, Mecca Henry wanted confirmation the 2020 Budget had been approved by the 2019 Board, which is reflected in the April 29, 2020 Minutes. Secondly, documentation was also needed regarding the appointment of Jim Kennedy, as President, to clearly document the change in our SEPO officers on May 5, 2020. Mecca Henry moved to dispense with the reading of the prepared / published minutes and to accept them as submitted. Lyn Swonger seconded the motion and it was accepted unanimously. A secondary issue of documenting a virtual meeting concerning replacement of the fountain hardware in the pond between fairway eight and nine was also acknowledged. Jim Kennedy indicated on June 4, 2020, he had discussed with all Board members the attached report prepared by Tony Tramel, concerning this issue, and each member indicated their approval. Jim Kennedy further indicated Frank Tewell moved to approve the report, to authorize the unplanned expenditure of $3,300 to the Pond Guy in accordance with their written quotation, and that all Directors should attempt to minimize future expenditures to offset this unplanned expense. Jim Kennedy indicated, Neil Moorehead seconded this motion, and that a majority of the Board approved this motion. A copy of the subject report is attached to these minutes. Discussion was opened about the interest rates we are receiving for three accounts held by SEPO. The last discussion of the meeting centered on modifying the list of authorized signature / names for all of SEPO bank accounts Mecca Henry indicated she felt there was no need to add additional names. However with the change in the President position, with the resignation of John Chajec, and the appointment of Jim Kennedy as President, it was apparent this needed to occur. There were several Board members in 2019 that were not full-time residents, which lead to a condition where there was only a single member who was in Harlingen from the list of authorized signatures last summer. That is not the case with the 2020 SEPO Board. Five of the seven Board members are full time residents. Notwithstanding these facts, Frank Tewell moved to add a third person to our financial authority names and have all Board members who “full-time residents“ as signers on the Wells Fargo account. Frank Tewell moved to delete John Chajec name from the list of authorized representatives regarding our bank accounts, add Jim Kennedy as his replacement, and to also add Lyn Swonger, first vice-president to this financial approval listing. Neil Moorehead seconded the motion. The motion was approved with the Treasure, Mecca Henry, indicating she did not vote for this motion. The meeting was adjourned at 3:15PM Tony Tramel SEPO Secretary Pond Fountain Funding Background There are two water fountains within the ponds of Sunshine Estates golf course. There is one on the fairway of hole number 1, and the other is located within the pond between number 8 and number 9 fairways. The equipment used for these two fountains is combination of older fountain nozzles, floats, and most recently Home Depot sump pumps. The sediment laden pond water often causes the pumps and spray nozzles to not function as designed. Each of these locations has until recently had not been functional. Effort by Lyn Swonger and staff to rebuild these two fountains was recently completed. This effort has resulted in varying degrees of success. The hole number 1 appears to be the most functional of the two units. Consideration of replacing the fountain between hole 8 and 9 however, is being explored, because the fountain operates in only a marginal manner even after rebuilding. Residents have expressed their desire to get this fountain repaired/fixed. Analysis Review of Alternatives President Jim Kennedy researched potential commercial equipment that might be used to replace our existing fountain between holes 8 and 9. He contacted “The Pond Guy” via their website and obtained a proposal which would provide a 1/2 HP motor/pump, with 3 fountain patterns, LED light which can display red, green, blue, and white lights, a mooring kit, and necessary wiring. Also included in this proposal is a “Complete Care Program 5 year The Pond Guy AquaStream extended warranty. A copy of the Quote dated 6/2/202 is attached for reference. It would appear securing equipment designed for the specific purposes of providing fountains for ponds, would be more appropriate than to continue attempting to repair / replace parts from our existing fountain at this location. The material cost shown in the attached quote is $3,279. Fiscal Analysis Equipment within the pond is part of the Golf Course. One might argue the ponds are “common ground” and might fall within Neil Morehead area, however, it felt this is an unreasonable position to make this argument. When the pond project was undertaken, the funding for this effort was under the Golf Course budget. Sand traps, cart paths, and our ponds are integrated in what we call a golf course. A request was made to fund this fountain using money appropriated for Streets and Common Areas, (Neil Morehead area), since it was argued “funding is more available in this area”. This would, however, be inconsistent with the intent and standard accounting practices associated with budgeting and it reporting requirements. Expenditures need to be accounted for within the designated line items with our Budget for 2020. This new fountain equipment can be purchased, assuming funding can be made available by reducing other line items in the Golf Course, and / or recognizing this proposed unexpected $3,279 expenditure will not cause SEPO total budget to be exceeded by $20,000, at the end of the fiscal/calendar year. If authorized by the Board, the expenditure must be placed in the Golf Course section of our 2020 Budget, as recommended by the Treasure of SEPO. Recommendation/ Conclusion The SEPO Board can authorize expenditures to replace the existing fountain between holes 8 and 9 by passing a motion to do so. The Treasure will identify this expenditure under the Golf Course. The Board must also recognize this unplanned expenditure will have a negative impact on the requirement in our Bylaws that the Board cannot exceed our total SEPO budget by more than $20,000 in total. Savings in other Areas of Responsibilities may well cover this issue, and each Director should try to reduce their anticipated expenditures to accommodate this $3,279 unplanned expense. Tony Tramel SEPO Board Secretary ​ SEPO BOARD MEETING MINUTES 2:30 PM, Retzlaff Hall, Wednesday, May 5, 2020 (Approved June 5, 2020) ​ Lyn Swonger called the Board meeting to order at 2:30 PM, May 5, 2020, and asked for a roll call. Those present at the meeting included, Lyn Swonger, Frank Tewell, Mecca Henry, Neil Morehead, Jerry Drost, and Tony Tramel. The purpose of this meeting was to provide an official / documented process of nominating / appointing a person to the Board to fill a vacancy in accordance with the Board’s Bylaws. Lyn Swonger indicated he had contacted Jim Kennedy asking him if he would take the position of President on the Board. He then discussed it with another Board Member, and he initiated action and had Valerie issue a release to SEPO News, announcing Jim Kennedy had been appointed to the Board on May 2, 2020, without formal Board Action. Lyn indicated, this process is what had been done in the past, and even he, had not always been contacted for Board appointments since serving on the Board. Both Mecca Henry and Tony Tramel, indicated our Bylaws clearly provide language of how vacancies on the Board are to be filled in Section 5.03, page 5 of 11, of our SEPO Bylaws: Vacancies 5.03 A vacancy in any office because of death, resignation, disqualification, or otherwise, may be filled by an appointment by the Board of Directors to serve for the unexpired portion of the term. Mecca pointed out in dealing with our banks / financial issues we must be able to show official Board actions when appointing officers of the Board. Minutes of the meeting are needed to substantiate / document these changes on the Board for our officer positions. In an offer to resolve this situation, Tony Tramel offered the following motion: “I move to nominate and appoint Jim Kennedy to the SEPO Board in accordance with our Bylaws; contingent upon his acceptance of this nomination, and acceptance of the position of Board President, with the understanding Lyn Swonger would relinquish his current position of President, and would return to his prior position as 1st Vice President of the SEPO Board, if Jim Kennedy accepts todays Board action.” The motion was seconded by Mecca Henry. The motion passed unanimously. Jim Kennedy was then contacted via cell phone by Lyn Swonger, and wherein he asked Jim to come to the Board’s meeting place. Jim Kennedy arrived within five minutes of the phone call and was informed of the motion noted above, which had been approved by the Board. Two questions were then posed to him, asking if he would accept being on the Board, first, and second would he also accept the position of Board President? He provided a verbal “Yes” response to each of these two questions posed to him. Jim Kennedy by his responses and the Board’s action, became (1) an official Board Member, and (2) was appointed as President of the SEPO Board, effective May 5, 2020. Each Board member then formally Introduced themselves to Jim Kennedy. Jerry Drost indicated there was a water supply issue with the Woodshop, and discussion about how to resolve it. Apparently, the copper water supply line was covered with concrete, after the line was originally installed, and the chemical reaction of the copper with the lime in the concrete mix caused the copper pipe to deteriorate and created a major water leak. Action was initiated to resolve this maintenance matter. Openings / closings of SEPO buildings was discussed because of Covid19. It was decided a formal statement would be prepared and reviewed with Board Members and then provided to Beth Parrish to publish in a SEPO Community E-mail to residents. Tony Tramel agreed to prepare a draft and review with Frank Tewell. Discussion about the need to keep SEPO Board meetings open to the public was initiated by Tony Tramel. Section 4.03, page 4 of 11, of our Bylaws which is noted below: mandates our meeting to be open to the public: Open Meetings 4.03 All meetings of the corporation’s Board of Directors shall be open to the public. Additionally, it is his understanding SEPO Board meetings fall under the rules of the State of Texas and Texas Non-Profit Corporation Act, which can and does change by Texas Legislative actions, as noted in our Bylaws, page 10 of 11 under Articles XVII -Compliance which is restated as follows: ARTICLE XVII-COMPLIANCE 17.01 These Bylaws are set forth to comply with the requirements of the Texas Non-Profit Corporation Act and the Protective Covenants of Sunshine Country Club Estates. In case these Bylaws conflict with provisions of said Act or said Protective Covenants, it is agreed and accepted the provisions of the Texas Non-Profit Act and the Protective Covenants of Sunshine Country Club Estates shall govern. Both controlling documents indicated SEPO / the Board falls within complying with Open Meeting laws. Each meeting should follow a published agenda, and the public should be informed of same. Additionally, To comply with Opening Meeting laws of Texas, we also need to provide sufficient notice of a pending meeting, i.e. one to be called, in the future. We need to “Provide Notice” to the public at least 24 hours in advance of the meeting. This typically would be as a minimum, a notice posted on the Office Door and the location where the meeting will take place. The Board might also consider providing this information via a SEPO Email blast. The public, and in our case, residents of SEPO, may have interests in observing Board meetings and actions they make take and / or consider. Tony Tramel pointed out typically a Public Comment item should be included in any typical SEPO Meeting Agenda. Persons would be able to provide their comment to the Board. Specific rules can be developed and approved by the Board for such public comment periods on the Proposed Agenda for Board meetings. Examples of such potential rules might be: (1)public comments should be direct, (2) not involve personal attacks, (3) no inflammatory language is permitted during the public comment period, (4) specific time limits could also to be developed, like 1-2 minutes, etc., to ensure a smooth process might exist for both residents and the SEPO Board. Follow -up discussion about this issue was initiated, which alluded to perceived requirements related to this subject by the Boards’ Policy and Procedures. Lyn Swonger indicated if someone wished to speak at a Board Meeting, the person had to submit their request in writing and describe the subject of the issue, all of which had to happen several days prior to the Board meeting, and be approved by the Board President. What Lyn described does not appear in the Board’s adopted Policy and Procedures but may have been a personal procedural request at one time by a sitting Board President, with the consent of the then sitting Board members and appears to be inconsistent with the Open Meetings laws. The Board reviews the forms received in the suggestion box. Several Board members indicated if a complaint is received anonymously, they discounted the concern expressed. For this process to be effective, the Board members request the suggestion form be signed, to legitimize the concern. Using this approach, the Board might be able to directly contact the person to get more details relating to same. The specific name of the person submitting the suggestion should not be openly discussed at the Board meeting. Mecca noted that she had received a suggestion form which indicated the golf Trail Fees may not have been continuously in effect since 2003. The identification and use of these annual Trail Fees are contained in the Board’s Policy and Procedures document. This document can and has been changed by sitting and former Boards multiple times in efforts to address and clarify language contained in this document. (The last change to this document occurred on March 5, 2020, where the siting board expanded “immediate family” definition to include siblings of SEPO residents.) It is alleged in one of the received suggestion forms, in at least one document copy of the Board Policy and Procedures, which had a 2015 date, the current language, which dedicates the Trail Fees to concrete pathway construction and maintenance were excluded from the published Board Policies. Mecca indicated she would be researching that matter, and her findings could have an impact on her report made at the last Board meeting about this subject. Frank Tewell indicated interior renovation had been completed in the exercise room during the closure of that facility. This work included new paint on walls and baseboard, carpet cleaning and re-stretching of same in the room. Meeting adjourned at 2:52 PM. Tony Tramel Board Secretary ********************************************************************************** SEPO Board Meeting Minutes April 29, 2020 (Approved May 5, 2020) ​ The following minutes for the April 29, 2020 SEPO Board Meeting were approved by the Board on May 5, 2020. Tony Tramel SEPO Board Secretary ​ Minutes of the April 29, 2020 Board Meeting ​ President Lyn Swonger called the meeting to order at 11:00AM, April 29, 2020. All Board members were acknowledged as being present, which included, Lyn Swonger, Mecca Henry, Frank Tewell, Neil Morehead, Jerry Drost and Tony Tramel. Larry Keller was also present as an observer. No amendments to the proposed Agenda were considered by president Lyn Swonger. Lyn requested the minutes of April 22, 2020 be read by Tony Tramel. After the minutes were read aloud, a motion to approve them as read was made by Mecca Henry and seconded by Tony Tramel, the motion passed unanimously. A second motion by Mecca Henry to approve the February 18, 2020 meeting was made, this meeting had two segments; the 2020 Annual Board Meeting, where the results of the election were announced, and the first Board meeting of the newly elected members for 2020. The Board took some time to read the provided minutes for the February 18, 2020 Board meeting, and the Board approved the Minutes as submitted. Copies of the approved minutes for each of the meeting dates are attached and made part of the minutes for the April 29, 2020 meeting. Tony Tramel inquired if Jerry Drost and Neil Morehead had taken the Board members Oath of Office, and completed the required statement with their signature pledging they would, (as identified in Section 4.02 of SEPO’s Bylaws, page 3 of 11); ​ “I, ____________________ will faithfully discharge the duties of the Board of Directors of Sunshine Estates Property Owners, Inc., and will to the best of my ability uphold and follow the Covenants, By-Laws, Conditions, and Restrictions of Sunshine Country Club Estates, so help me God.” ​ “This executed Oath of Office, shall be keep on file at our office, for a period of 2 year past the end of service as a Director.” Both Neil Morehead and Jerry Drost indicated in the affirmative they each had executed the required pledge and provided the original to SEPO’s office prior to the Board meeting. Discussions Mecca reported on her research regarding golf cart trail fees. A summary of her findings was presented to the Board and is shown in the summary table which follows, showing the amount of funding collected for Golf Cart Trail Fees, and expenses associated with concrete Golf Cart paths, from 2003-2020: ​ Summary of Collected Trail Fees and Expenses for 2003-2020 ​ Currently the total Trail Fees collected from 2003 through the date of this report is almost $47,000. It should be noted this fee could be considered a “User” type of fee. If you do not drive your golf cart on the golf course, no Trail Fee is needed or collected. Only if you “use” the golf cart trails, do we require a Trail Fee payment. Approximately $10,800, has not yet been used for the purpose intended. The Golf Trail segments where no concrete pathways existing include: Number 1 fairway, from tee box to existing pond bridge Number 3 fairway, from tee box to number 4 tee box, and Number 4 fairway, from tee box to the existing cart path, leading to Indiana Circle Mecca Henry indicated it took some time to verify the expenses, because in at least one prior budget year, the expenses for this effort were not clearly identified. Lyn Swonger stated he has consistently marked / annotated the related expenses for golf trails and he will continue this practice. Funds that remain in this account should be carried forward in each budget year for construction and maintenance of the concrete pathways pursuant to current Board Policy and Procedures. Neil Morehead asked if the trail fee would be eliminated once the concrete paths are completed. Lyn indicated maintenance will still be needed. Since this issue is part of the Board Policy and Procedures, the Board can set any new and / or revised policies to address this matter in the future. Mecca indicated our current budget document did not identify the revenue for trail fees to be carried forward as currently described in the Board’s Policy and Procedures. Mecca intends to consult with our CPA firm to identify these Trail Fee revenues and related expenses and account for them in accordance with accepted accounting principles and practices. She indicated a journal entry most likely will need to be made, in order to provide documentation regarding this oversight in carrying the Trail fees forward when the 2020 Budget was prepared, and also to continue this practice in accordance with the Board’s adopted Policy and Procedures. Tony Tramel moved to accept Mecca Henry’s report on Trail Fees and authorize her in consultation with SEPO’s CPA firm to make the necessary budgetary adjustments consistent with accepted accounting practices. Motion was seconded and approved unanimously. Mecca Henry also reported the budget sheets provided to her, and which she has published, and the 2020 Budget document presented by Mark Owen, do not match. There were two expense line items lines that were not put into QuickBooks, which is our accounting bible. Two project type expenditures; concrete trail construction of $6,000, and $2,400 for LED lighting type improvements for the buildings within Michigan Circle, needs to be included under QuickBooks line item as “Other”, in our 2020 Budget. Each Director has the funding, it is just split a little differently, when the April financials were posted at the end of the month. Mecca Henry will notate those two lines in the budget and provide the documentation concerning these two projects. The Budget is not changed, the entry of all the 2020-line items was not verified before Mecca assumed her position as Treasurer. Mecca also asked if someone could report on when or if the Board approved the 2020 Budget, as she could not find anything in the minutes approving same. She voiced her concern that nothing official was in the 2019 Minutes of the Board, regarding approval of the 2020 Budget. Both Lyn Swonger and Frank Tewell verbally reported the 2020 Budget document had been approved by the prior Board in a meeting, and it must have been an oversight in not reporting the approval of the 2020 Budget in the minutes. Based upon those statements, which Mecca Henry is relying upon, she indicates she would provide monthly financial reports as noted per her discussions and presentation. Mecca Henry presented the following Treasurers report to the Board. ​ Board Review of Potential LED Lighting for Texas Avenue ​ Tony Tramel presented material related to potential options for street lighting for Board discussion for Texas Avenue. He explained that before taking the position of Secretary he had been assigned the Directorship which included streets, common ground, and Texas Avenue. While in this first week of assignment, he inventoried several potential improvements that might be considered for projects. One of them was to determine if the Board might consider changing the daytime, and more importantly the nighttime appearance of Texas Avenue. Obviously, this central entrance sets the tone for Sunshine Estates Country Club impression for visitors and our residents. He indicated, this hopefully open discussion, was in no way a criticism of how we got here, regarding street lighting on Texas Ave. Tony Tramel felt the look of Texas Avenue at night could be called the Lowes or Home Depot of lights. Adequate but not modern, or attractive to the eye. He indicated he had found a LED downward facing light fixture, that appealed to him and was seeking feedback about the potential use of these type fixtures. There are total of 24 fixtures on Texas Avenue, with 4 of these fixtures located outside our gates. A copy of the product information sheets was provided to each of the Board, and follows: ​ Potential LED Lighting for Texas Avenue - Submitted to Board These 60-watt fixtures would replace, the 150-watt bulbs used in the 24 existing lights, which represents a significant cost saving, (estimated to be approximately $1,200 per year for all 24 lights based on an assumed rate of $.12 / kWh). Additionally, Tony Tramel proposed we could “try out four of these fixtures” outside the gate so we could see what they look like and evaluate them. If this Board decided they did not like them, or if the Community did not like them, we could easily remove the light fixtures and send them back, as these light are listed on Amazon, and they allow free returns. By using this technique, we have little or no risk in trying something Tony felt would be enhancement to the quality of life and environment of SEPO. Lyn Swonger, said, “I think the existing light is a good light”. He indicated the Memorial Committee had paid for those lights and they were installed in June 2015, and he already had one person indicate they did not want to see any change. This led to discussion where, Tony Tramel continued to advocate, this project, or for that matter all capital- intensive projects should be determined by a positive consensus of the Board during budget preparation and or when presented to the Board. Currently the Director responsible for Texas Ave, Neil Morehead, has complete and total authority to decide, what if anything, using budgeted SEPO funds can be expended on Texas Ave. Tony Tramel maintains there is a need for the entire Board to discuss projects and build consensus regarding this proposal. When others asked Neil what he thought, and also saying, “it is Neil Morehead’s decision” it became apparent, there would be no Board consensus on this proposal. Neil Morehead indicated he thought the light was a good light but was not a $130 worth light. He indicated he is only here until the end of the year and he does not want to get involved in any project that has to be left for someone else. Neil Morehead noted each of the 24 light fixtures are being repainted and re- connected to the vertical pole to provide a better appearance, and LED light bulbs will replace the current incandescent bulbs as time allows by our SEPO employees. He indicated that he thought 4 of the lights had new LED lightbulbs. Tony Tramel indicated he was aware of this effort, however, if one were to move towards the LED streetlights, we would not be using staff time to repair our existing lights fixtures, if we choose new equipment. Tony Tramel indicated he was amazed at how the Board reacted to this proposal to try 4 fixtures outside the gate considering: There is no financial risk. The fixtures look modern and clean. The light generated by the fixtures is aimed at the ground where it is needed, rather than 360 degrees. We get a trial period, to try them out, before deciding on their suitability, and acceptance. The change from 150 to 60 watts for each fixture saves significant money in power cost, estimated to be enough such that this saving in 2-3 years would pay for the cost of the proposed LED fixtures. The lights have a 5-year warranty. SEPO residents could be surveyed and / or they could provide comments during the trial period. If the Board or Community does not like the new look and light color, one can return to our existing fixtures, and The initial proposed project would only include 4 fixtures, with a maximum financial cost of $500 or less. There was not a single positive feedback / discussion by the Board regarding this proposal. Tony Tramel indicated to the Board he had strong feeling regarding this matter, and he offered the Board another proposal. He offered to personally pay for the 4 lights outside the gate, have them installed, and the Board and the Community could decide within 2-3 weeks of their installation if they liked them or hated them. If it was determined the Board did not like them, then he would replace the existing Home Depot type fixtures to the 4 lights outside the gate, and we would remain as we are today. He asked for the Board to consider this request. Jerry Drost indicated he thought the LED light fixtures would provide a very crisp light and the light would be directed where it needs to be onto the ground rather into space. Jerry Drost thought the light was a great design for Texas Avenue. Tony Tramel then inquired, if someone on the Board in general, could identify what specific items are programed to be used in the 2020 budget for the $5,500 identified for Texas Avenue. Frank Tewell responded, “that is an extraordinarily strong question!” Tony Tramel responded he thought it was in fact a very fair one, as he did not know what was planned or programmed for the $5,500 identified for Texas Avenue. The Board failed to respond in any positive way to either of the proposals provided concerning potential change in lighting for Texas Avenue, and Tony Tramel dropped the discussions other than he would like to continue the pursuit of this request. He asked the Board members to work together in building better communications and consideration of other ideas to provide what is best for our SEPO community. ​ Unfinished Business ​ Tony Tramel indicated for the record; Lenore Combs had withdrawn her request for $1,000 from SEPO to purchase a replacement golf cart for Neighborhood Watch services. It appears she was able to define an alternate means of securing sufficient funding without SEPO assistance, through outreach and private donations. Therefore, no further discussion for this item is needed under Agenda item Unfinished Business. Under other Unfinished Business it was indicated we would have more discussions about use of Lyn Swonger’s personal golf cart while acting as the Director responsible for the golf course. Lyn indicated the point Mecca noted at last meeting, that Lyn Swonger could use one of the maintenance golf carts when providing duties supervising the golf course. Lyn Swonger indicated this is the course of action he is now using. Discussion about how SEPO should respond to the Covid-19, the Texas governor’s and Cameron County’s restrictions would be implemented. The consensus was to take a wait and see approach, use good judgement and social distancing, and to also protect our own employees as well. There were no recommended changes to our current restrictions that were in place on the date of the meeting, other than opening the Woodshop. It was decided later that restrictions in the Woodshop would include social distancing, masks and a maximum occupancy of 7 persons. We agreed a review of our current and future changes would be addressed in future Board meetings. Frank Tewell indicated the Library was open on weekends so persons could gain access there for library resources, board games and puzzles, which have become popular r. It was decided Tony Tramel would prepare a draft Board release for Frank Tewell and others to review, and/or comment, and once it was in writing we would publish SEPO restrictions out via an Email blast and post signing, and we also agreed we would adjust as needed in the future. Jerry Drost then inquired about what expenses he should, or might anticipate, in the storage shed area. It was indicated Mecca would provide him a condensed version of the prior year budget to see what was historically spent in this area. Weed poison was identified as a major cost for this large graveled area. Other related discussion included there were about four times a year 120,000 lb. heavy trucks delivering golf course sand, and some discussion about paving a portion of the storage area, even though it most likely is not very practical or economical to consider. ​ Filling of Vacant Board Position ​ Mecca Henry asked Lyn Swonger if he was going to discuss the above referenced agenda item he had requested about the filling of the Board President position. The discussion revolved around the current condition of the cart and options which might be available to repair / replace Neighborhood Watch cart. It was determined there were too many unanswered questions before the Board could act on the request. The board asked that Lenore obtain written proposals for a new golf cart, and have Frank obtain information regarding prior maintenance. A tentative Board meeting was scheduled for next Wednesday, April 29, 2020 to resolve this matter. ​ Lyn Swonger requested consideration for naming Jerry Drost to the Board, who would responsible for Area 3, Storage & Shop Area, Shuffleboard, & Tennis Court. Neil Morehead moved to nominate / accept Jerry Drost for that position on the Board and was seconded by Tony Tramel. Said motion passed unanimously. Jerry was welcomed to the Board. A formal swearing in will occur at the next Board Meeting, noted above as being scheduled for next Wednesday, April 29, 2020. ​ Lyn Swonger noted Golf Cart Trails / pathways have been recently completed from tee box 5 to number 9 green. Funding for these improvements comes from the annual $25 per cart fee. Researching this matter after the meeting, it was determined that on page 5 of 8, Item 8 of the adopted Boards Policy and Procedures, the following is provided: ​ “18. All Trail Fees collected will be placed in a designated fund for golf trails (concrete paths) and not be placed in the general funds. Such funds will be strictly used for maintenance or installation of new golf trails.” ​ There was significant discussion about how this funding has been handled in SEPO budgets over the years. Mecca indicated she would review the historical records and provide a report at the next meeting and provide recommendations for Board action, if needed. ​ Jerry Drost asked if the storage lot fees should be limited to improvement in the storage area. It would appear those fees are not restricted to that use; these fees would be general fund revenues. ​ Motion by Tony Tramel to approve the minutes as provided at the meeting; to approve and accept the minutes provided / submitted to the Board as published on SEPO Web site for Board Meeting of March 9, 2020, which is provided HERE . ​ Board voted to approve the minutes unanimously. ​ New Business ​ Neil Morehead asked consideration for SEPO to provide a golf cart for the Director in charge of the Golf Course for his use in carrying out his SEPO duties. This was prompted because Lyn has used his “new” golf cart for significant hours in conducting his duties. Options considered, was some form of “mileage compensation”, maintenance paid for personal cart, etc., however, there cannot be any compensation to Board members. SEPO has an extra golf cart, and therefore, could be used by Lyn rather than his personal golf cart. It was decided to place this item in unfinished business to be discussed at next Board meeting, again scheduled for Wednesday, April 29, 2020. ​ Mecca briefed members that once a monthly financial report has been provided, one cannot change those reports after they are published. Apparently, a request was made to change an expense line item more than a month after the monthly financials had been closed. Expense items assigned to an incorrect expense items are legitimate adjustment; however, it must be made in the following month(s) report. A journal entry will be needed to acknowledge these types of changes. No adjustments / reassignment of expenses or revenues can be made retroactively. Mecca will document these type of journal entries when needed. Frank Tewell indicated he could not find a line item that he had submitted for the current year project to do LED lighting in Retzlaff Hall. Mecca indicated she would look at this matter and report at the next meeting. Jerry Drost requested that the shop area be improved to make it look more professional. Lyn responded that several residents have decided to “drop off” miscellaneous items, which occurs two or more times a week. It was pointed out that Harlingen residents can dispose of up to 500 lbs. of trash at the Harlingen Landfill each month, if they bring proof that they pay Harlingen utilities, (i.e. a copy of their water bill). Other solutions offered were locking the gate, video surveillance, signs, emails, etc. This issue will be followed up in next meeting, to see if it is a real problem and / or options under unfinished business. Tony Tramel requested that descriptions of “projects” for next year’s budget be developed so every Board member can see the requests. Once compiled each project can be presented by the responsible Director, so that they can be discussed, reviewed, receive comments and the Board will be aware of each project so it can be prioritized for inclusion in next year’s 2021 Budget year. Tony Tramel also volunteered to help in this effort by leading this financial programming / planning request. Meeting was adjourned 11:25AM. John Chajec, SEPO Board President addressed the group, thanking them for the support they provide the SEPO Board. He discussed efforts to cut costs and maintain the pool, and answered questions regarding golf course usage by those outside the Sunshine community. Susanne Ulrich led us in prayer. OFFICERS REPORTS Vice President Janis McFee stated she had sent out 2 get well cards and 2 sympathy cards. Minutes of the January 17, 2020 meeting was read by Glenda Wetherbee in the absence of Linda Almond Secretary. Minutes will stand approved as read. Treasurer Cathy Richmond presented the treasurers report of Income of $4821.36, and Expenses of $4022.85. Leaving a balance of $25,855.66. Report will be filed for audit. NEW RESIDENTS New residents present at today’s meeting were: Robin Fleiner, and Terry Mensing COMMITTEE REPORTS Lenore Combs reported on the Neighborhood Watch Activities. Areas of concern: Front gate code – Should it be changed and how frequently? Keypad entry at the Card and Exercise Rooms - Who should have and how often changed? Vender Patrol - currently disbanded Review of classes available and volunteer opportunities that are available. We still need a chair for this event. Deb Robins and Sue Swidryk reported that the directory is ready and will be sent to the printer by Monday. Books will be ready by the end of March for distributing. The Directory will be full of pictures of events and around the community. We need a volunteer to take over the Historian position. Mary Dronen described the position responsibilities as taking pictures of events and writing a brief description of the event. President Eileen Anderson thanked the group for all their support and for the opportunity to serve on the Board. INSTALLATION OF OFFICERS Share Nelson read the duties of each office and presented flowers of each office. NEW BUSINESS Linda Jones reported the purchase of a Hot Water Kettle Mari Tennant described the new Honor Wall representing those in our community who have served in the Military, as Police, Fire fighters and EMS. Lenore Combs made the motion to support the Honor Wall project by donating $500. Sally Hardy seconded the motion. Discussion ensued. Motion Carried. Lenore Combs made the motion that we give $1,100 to Neighborhood Watch to help with the recent expenses of new batteries for the AED of $28.00 and batteries for the Neighborhood Watch golf cart of $1,000 and new light for $82. A total of $1,100.00. Eileen Anderson seconded the motion. Discussion ensued. Cathy Richmond called for the vote. Motion carried. Jean Eich reported that on March 1 at 4:30 p.m. we will have a Potluck Dinner to thank the musicians who we have enjoyed every Sunday evening. John Chajec, SEPO Board President, stated he will start trying to attend the Women’s Club meetings for the purpose of hearing issues identified by the members. Two comments were presented to him: 1) the signage for the trees in the dog park are being damaged and, 2) reflective clothing or flashlights need to be used for the evening/night walkers. He announced that Valerie is off for 3 working days and Marion Young will be filling in at the office. The SEPO Board is working on the budget; one component will be evaluating current wages for SEPO employees. Nancy Luellen led us in prayer. Lenore Combs asked that a prayer be said for a local military member recently killed in combat. OFFICERS REPORTS Vice President Janis McFee stated that 2 get well, 4 sympathy and 1 thinking of you cards have been sent since the December 2019 meeting. The minutes of the December 20, 2019 meeting were read by Secretary Linda Almond. The minutes will stand approved as read. Vice president Janis McFee presented the treasurer report as submitted by Cathy Richmond. Total Income of $344.73, Total Expenses of $416.53 and the bank balance is $25057.15. The report will be filed for audit. New Residents New residents present at today’s meeting were: Genie Newsome, Deloris Pearcy, and Tracy Wagner COMMITTEE REPORTS Lenore Combs reported on the Neighborhood Watch activities. She announced the following: “Finger Lickin Chicken” was a big success. The code for the front gate has not been changed, to date. New lights and new batteries have been installed on the Neighborhood Watch golf cart. The January 20th Neighborhood Watch meeting is canceled due to the Winter Texan celebration being held on that date at the Harlingen Convention Center. Garage sales are being held on January 17 and 18th; anyone wishing to do a random patrol are encouraged to wear the Orange vests. Ambulances do periodic drive throughs to familiarize the drivers with the streets. Vickie Jones reported on the past and upcoming activities: New Homeowners party on January 13 was a great success; Marion Young reported there were 36 new homeowners present and thanked all members who volunteered to organize the event. The profit from this event was $735.68 A Valentine dance will be on February 14, 2020; the meal will consist of pizza, a salad bar and dessert. The cost will probably be $10.00; more information will forthcoming. The scheduled shrimp boil is still in need of a chairperson to head up the committee. Pam Lacy and Eileen Anderson will co-chair the Super Bowl Party on February 2nd. Share Nelson announced a “Back When” party will be February 22, 2020. More information will be announced in the near future. The new Activities Director, Sue Swidryk will be announcing a date and time for a planning meeting for developing the 2020-2021 activities. There was no report on Media Communications (Beth Parrish) or You, Me and Alexa (Lassey Dahlstorm) Deb Robins and Sue Swidryk are beginning work on the photo directory; there may be an option for a paper directory as well as a web-based/digital directory. Marion Young reported 89 residents attended the Christmas dinner; the profit from this event was $284.73 Deb Robins reported the media / tv instructions for the equipment in Retzlaff Hall has been developed, is laminated and they are posted on the wall by the tv. Cathy Chajec announced the Woodworkers spaghetti dinner will be January 21 from 4:30 – 6:30 p.m. For the individuals who have signed up to furnish dessert they should have them at the hall by 2 p.m. on the 21st. Old Business For new homeowner orientation materials, the new Executive Board will pick up this project once the installation of the new officers has taken place. New Business Mary Dronen announced her resignation as Historian and requested someone to step up to fill the position. Also, she is co-chair of the Memorial Luncheon committee and is also resigning from that position. Lenore Combs suggested a committee be formed to fulfill the needs of these two positions. No action was taken. Deb Robins suggested a telephone be placed by the pool to be used for any emergency situation (use of AED, etc). This item will be placed in the SEPO Board suggestion box. A gift was given to the individual randomly selected for wearing her name tag (Linda Jones). There being no further business a motion to adjourn was made by Val Hertel and seconded by Lorraine Lewis. In addition to safety patrols, include vendor patrols as part of that function. Reminder that the AED is located by the swimming pool. On January 10, 2020 the “Finger Lickin’ Chicken” will be prepared; this is a fundraiser for Neighborhood Watch; the cost is $10.00. The health history forms are available and should be placed in the red envelopes. The Winter Texan Appreciation Day will be held at the Harlingen Convention Center versus Casa de Amistad on January 20, 2020. The town of Combes wishes to involve our community more and more in their events such as National Night Out, Christmas Parade, etc. Upcoming activities: Marian Young announced the Christmas potluck is on December 25th; social time starts at 1:00 p.m. followed by the meal at 1:30 p.m. The New Homeowners Party will be January 13, 2020. The event is chaired by Denise Utterback and Carolyn Anderson. Social hour will be at 5:00 p.m., dinner at 5:30 p.m. followed by music with a DJ and a hat parade. The cost will be $10.00 per person. It was announced that the free will offering for Dr. Leibert’s HOPE performance netted $400.00 Beth Parish announced the Sunshine Web site has been updated as of December 19th. She also said the deadline for the next newsletter will be December 26th. ​ Sherri Gardner and Mecca Henry presented the findings from their research on the purchase of a new stove for the kitchen. The approximate cost would be $10,000 which includes a required new breaker box. Discussion ensued relative to the need to change from the current stove. Carolyn Anderson made a motion, seconded by Lassey Dahlstrom to not purchase a new stove. The motion carried. Sherri offered to provide instruction on safe and correct usage of the stove to anyone and particularly chairpersons of events which required its use. Cathy Chajec sent an email reporting on the Thanksgiving Dinner. 120 people attended and positive feedback was received from the attendees. This activity raised $336.68. Cathy also stated the Woodworkers spaghetti dinner is scheduled for January 21, 2020; tickets will go on sale on January 6th. Marian Young reported on the Craft/Bake Sale. The number of donations was down compared to previous years and indicated there may need to be consideration of a different date next year. The amount of money raised from this event was $1198.10. Lassey Dahlstrom stated the You, Me and Alexa program on March 7th will consist of 2 parts. Part one will be singing, dancing, magic, etc.; Part two will be the video of Sunshine activities. Janis McFee announced she will be taking photos for this program between 10 and 11 a.m. on December 21 on the streets between Minnesota and Michigan. Carolyn Anderson presented the Nominating Committee report. The nominees are Marian Young for Vice President (4 year commitment), Treasurer, Diane Tewell (2 year commitment) and Secretary, Glenda Weatherbee (2 year commitment). There were no nominations from the floor nor was there any opposition to the named nominees. The Golf Cart Parade, in conjunction with Encore RV park, will be on December 7, 2019. Details will be forthcoming. Vendors and contractors are required to get an orange card from the office if their company name is not displayed on their vehicle(s). Since the June flood many workers and contractors have been used to complete repairs; if you are satisfied / happy with their work have their name added to the Mr. Fixit list. On January 10, 2020 the “Finger Licking Chicken” will be prepared; details will be forthcoming. The Police Department is encouraging everyone to complete their Personal Inventory list. The Winter Texan Appreciation Day will be held at Casa de Amistad on January 20, 2020 ​ Vickie Jones, Activities Director , reported on the following: Thanked the committee members for the Octoberfest party; this activity made $980.00 for the Women’s Club. She announced that Dr. Leibert’s group will present a program/music in Retzlaff Hall on December 16, 2019 at 7 p.m. She encouraged members to sign up for the upcoming activities which are posted in the library. Cathy Chajec announced that the signup sheet for Thanksgiving Dinner is posted in the library; follow the instructions for using the virtual tickets. The committee will meet after completion of today’s Women’s Club meeting. No one was present from the committee evaluating the pros and cons of the current kitchen stove versus purchase of a new one. Lassey Dahlstrom was not present to report on the progress of the video presentation, You, Me, and Alexis. Old Business Terry DeBackere and Sue Swidryk volunteered to work on the Photo Directory. Beth Parrish indicated once the project is complete, she will post it on the SSCE website. Beth also reminded the members that she has sent an email requesting email addresses for several residents and asked for anyone to help getting that information back to her. ​ New Business Members of the Nominating Committee were announced by President Anderson; they are Carolyn Anderson, Pam Lacy and Denise Utterback. ​ Concern was expressed regarding a lack of microphones for use during meetings. Motion was made and voted upon and passed by majority vote that the SEPO Board be contacted regarding purchasing additional microphones. Lorraine Lewis volunteered to contact a Board member for this request. ​ Lorraine Lewis announced that for Friday November 29, 2019 bell ringers are needed for Salvation Army donations at Walmart; a signup sheet was circulated to the members present. ​ President Anderson received a request from the SEPO board to purchase four (4) sets of shuffleboard equipment (cues and discs); with a 10 percent discount the cost of 4 sets would be $600.00. A motion was made to donate $100.00 towards the purchase of this equipment; the motion failed to pass. A second motion was made, seconded and approved by a majority vote that the Women’s Club donate $600.00 towards the purchase of said equipment. Per Marion Young, this activity will be every Wednesday at 6:00 p.m. ​ It was stated that detailed instructions are needed for operation of the media system in Retzlaff Hall. President Anderson will contact Wade Prater to see if he would be willing to develop these instructions. ​ Terry DeBackere announced the Craft / Bake Sale will be December 7, 2019 from 8:00 to 11:00 a.m.in Retzlaff Hall. The baked items are due the evening of December 6, 2019 and they should be wrapped and labeled. ​ Heidi Dill announced the next Crafty Creations will be December 4, 2019; members must pre-register in order to participate; the cost is $50.00. ​ Jean Eich announced that a signup sheet for serving ice cream at 7:00 p.m. for Sunday night music is posted in the library; the Eich’s will continue to purchase the ice cream. ​ Jean Burgoine said a new boom box that uses CD-R writable discs is needed for the swimming pool exercise activity. COMMITTEE REPORTS Lenore Combs invited the Sunshine community to participate in a teaching event lead by the Harlingen Fire Department. The event will take place on Monday, October 21 at 3 pm. She also announced the following: Neighborhood Watch is continuing and Linda Jones is the contact person for scheduling. Vendors and contractors must report to the Office for orange cards, to confirm they are doing work for a resident in our community. Red Envelopes are the new way to keep your history current for you and your pet. Save the date: Saturday, December 7, Golf Cart Parade. Breast Cancer Awareness Walk Saturday: October 26 starting at 9 am. The Combes PD needs a few volunteers to help with the event. Vickie Jones reported that there are many activities that still need co-chairs and volunteers. So please talk to your friends and sign up for an event. The Goofy Golf scheduled for November will be cancelled for this season because the co-chairs will not be here until after Christmas. Eileen Anderson and Vickie Jones will be in charge of the Oktoberfest party on October 30. Lassey Dahlstrom reported that the video presentation “You, Me and Alexa” is in the works and will hopefully be completed soon. OLD BUSINESS Photo Directory, no one volunteered to take this on. We needed to vote on an updated amendment to the WC Bylaws for Article V, Section 4, regarding an annual audit of the treasurer’s books. The proposed amendment would read: …official audit to be conducted on March 1st of each year and in the event the treasure changes, at the time the books are transferred to the new treasure. A motion was made and voted upon and passed by majority vote. NEW BUSINESS Bonnie Fransene, President of the Women’s Golf stated that league play would start November 6. The fee is $25.00 for the year. The women play every Wednesday morning at 9 am. There is no sign up, you just need to show up at 8:30 by the office and teams will be assigned. SEPO Informational Meetings – there was discussion as to how we felt about the change in the informational meetings not being open to all the residents. A vote was taken that a letter should be written to the SEPO Board encouraging them to have open informational meetings, so we keep the lines of communication flowing between the board and the residents. AED maintenance tests have been completed. Best practices for the Vendors program are being reviewed. A new form has been designed for personal medical information to be placed in a red envelope; this replaces the Vial of Life form; this will be proposed to the SEPO board at a cost of approximately $90.00. A South Texas All Hazards Conference will be held March 27-28 in the McAllen Convention Center. Vickie Jones reported on the following: The Ronald McDonald charity dance held last night has netted $1400 with more donations coming in. A planning meeting for activities for next season (October 2019 through March 2020) will follow this meeting; the planned activities need to be presented to the SEPO Board next Monday. Casino Night Report: Dale Hopfner and Sherri Gardener thanked everyone for their participation in Casino Night; they noted this activity has generated over $20,000 over the past six years for the Women’s Club. Old Business Deb Robbins stated the Media System is installed and functional; information and instructions for use are on the SEPO web site. She indicated that if deemed necessary tan covers for the TV’s can be purchased for approximately $30.00 each. President Anderson thanked Deb and her committee for working on this project. Lassey Dahlstrom continues to work on the video presentation of SSCE activities. There will be another committee meeting next Wednesday at 4:00 p.m. She stated it is an evolving project and hopefully it will be completed on the target date of March 2020. New Business Last month there was an inquiry regarding developing a SEPO photo directory; to date, volunteers for a chairperson and committee members have not come forth.. A member inquired about purchasing a Fire Pit; it was determined this would be a SEPO Board decision. An amendment to the Women’s Club bylaws for Article V, Section 4 regarding an annual audit of the treasurer’s books is proposed. The current bylaw reads…books shall be available once a year for an official audit; the proposed amendment to the bylaws would read: …official audit to be conducted on March 1st of each year and in the event the treasurer changes, at the time the books are transferred to the new treasurer. This amendment will be voted on at the October 2019 meeting. Concern was expressed regarding the kitchen stove/oven. Several members stated they were afraid to use it and didn’t feel safe using it. A motion was made by Marge Lehman and seconded by Karen Peterson to form a committee to develop pros and cons of keeping or replacing the current stove. Mecca Henry volunteered to chair the committee and Sherri Gardner and Linda Jones volunteered to serve on the committee. A motion was made by Mary Hendricks and seconded by Linda Jones to purchase 3 additional pool lounge chairs; the cost would be approximately $300.00 per chair. Motion carried. Helen Perry stated the 2 large heaters do not work; this concern should be placed in the suggestion box as it is SEPO’s responsibility for authorizing repair work. She announced the following: ​ The front gate code will change to 0214# Encore Neighborhood Watch is releasing the chain for special events; however unauthorized individuals messing with the chain could be charged with criminal mischief. Concern was expressed about golf carts, autos, etc. in violation of the one way traffic sign; there has been an initiation of police involvement for this infraction. Guest tags are available for visitors as well as vendors. All Hazards Conference will be held March 27-28 in McAllen. Harlingen Citizens Police Academy class will be coming soon. Vickie Jones reported on the following upcoming activities: New Homeowners Party and the Art Show were great successes. Deb Robbins and Tiffany Prater are chairing the March 14 party; they have decided to not have a potluck; the dance with Wade Prater’s band will be from 7 - 10 pm. A good will donation will be taken for the Ronald McDonald house. More information will be forthcoming. There will be a St. Patrick’s Day party on March 17 in the pavilion; more information will be published in the future. Dale Hopfner stated the Casino Night is sold-out. Check SEPO emails for individuals offering tickets for private sales. Old Business President Anderson announced that 2 70 inch TV’s will be purchased Monday for mounting in Retzlaff Hall. Lassey Dahlstrom continues to work on the video presentation of SSCE activities. She stated it is an evolving project and will extend into next year. New Business Jean Lawrence brought up a concern regarding the Memorial Book and Board; the names are placed in the book / board IF money is donated in that individual’s name. It’s been discovered that 7 out of 18 names were not included in the book due to no money donated in memory of the individuals. Jean Lawrence made a motion that the Women’s Club donation of $5 so the names can get in the book. Motion seconded by Sue Stinnet. Jean then requested to amend her motion and recommended publishing the deaths in the SEPO newsletter as a means of tracking the names and the Women’s Club give a donation of $50 at the end of the year so names can be entered in the book. Cathy Chajec seconded the motion. Motion carried Linda Jones distributed a list of 5 different sweeteners stored in the pantry; members were asked to indicate their preference and hopefully the inventory can be decreased. Waynette Kennedy inquired about the possibility of having a photo directory; this topic was tabled and will be discussed at the March meeting in anticipation of developing a committee for this project. Heidi Dill brought a sample of some of her crafts and polled the members present if they would be interested in forming a Crafting Club; she’s looking at 2 hour sessions one time per month. Many members present indicated by raise of hands a high interest in this activity. Linda Abernathy is resigning her position as editor of the SEPO newsletter. Beth Parrish volunteered to take the editor position after Linda’s resignation date is final. Karen Baase announced there will be a memorial service for Joe Millsap on Wednesday, February 20th at 11:00 am in Retzlaff Hall. There are 18 new home owners and to date 120 residents have signed up to attend. Vickie distributed a “Wish List” for donations to the Ronald McDonald House in Harlingen which lists a variety of items need to support this charity. Grace Clark made a motion that the Women’s Club donate up to $5000.00 to this charity; motion seconded by Sylvia Nelson. Discussion followed; a vote was taken with only one vote in favor and all other members opposed. The motion failed to pass. The March Mystery Theater party has been canceled and will be replaced with a potluck dinner followed by Wade Prater’s band providing the entertainment. This is scheduled for March 14, 2018. Debbie Robins and Tiffany Prater will be chairpersons for this activity. Susanne Ulrich made a motion, seconded by Share Nelson, that a free will offering for the Ronald McDonald house be collected during this event. Motion carried. Vickie stated the art show “Young at Heart” will be January 26 from 6 – 9 p.m. and from 10 a.m. to 4 p.m. on January 27. There is no charge to attend; there will be a silent auction on Saturday evening. Kathleen Sunders stated 70 dinners and 6 to go dinners were provided for the Christmas Day party. The profit for the Women’s Club was $164.00. Pam Lacy reported that 118 tickets were sold for the New Year’s Day brunch; the profit for this event was $328.00; she thanked her committee for the success of this new event. Sherri Gardner reported on the Casino Party scheduled for February 23. She stated there is a need for donation of more prizes and also additional help is needed in the kitchen. Beer and wine, plus a dessert bar will be available during the night. She announced that she and co-chair Dale Hopfner will be resigning as chairpersons of this annual event and encouraged other residents to step up to this Women’s Club very profitable event. OLD BUSINESS Debbie Robbins reported on the research completed to date on upgrading a media system for Retzlaff Hall. She stated the sound system has been checked out and it does not need any upgrading. She stated that to install two 70 inch television sets with surround sound would cost approximately $3000.00. Discussion ensued regarding a problem with live streaming; its was noted that Spectrum would need to assist with this. Nancy Luellen made a motion to continue pursuing options available for installation. Motion carried. COMMITTEE REPORTS Lenore Combs reported on the Neighborhood Watch activities; the next Neighborhood Watch meeting will be January 21. She asked for suggestions on how to improve the neighborhood watch program. The front gate code will be changed on Valentine’s Day and will be 0214#. She also talked about data being collected on speeding, non-stops at stop signs, etc. The information will be forwarded to the SEPO Board as they consider the pros and cons of speed bumps. Lastly, she distributed light activated bands to be worn when walking at night. Vickie Jones reported on the following upcoming activities: The tentative date for the New Homeowners Party is January 8; it will be chaired by Vickie Jones and Eileen Anderson. The art show “Young at Heart” will be January 26; Items will be for sale and there will be a silent auction. Vickie also indicated the Ronald McDonald house is in need of donations; Vickie has a list of needed items and she will bring more information to the January meeting. She received a request from Lupe that when the stove/oven in the kitchen and the grill are used, they need to be cleaned immediately after use. Janis McFee announced a $50.00 donation from Goofy Golf activity was donated to the Women’s Club. Mary Hendrickson stated 108 residents were present for the Thanksgiving dinner. There was no report from the Leslie Blasing concert; members present indicated it was well attended and enjoyed by all. Jane Olson announced the December 15th Bake Sale / Craft Raffle was well attended and resulted in successful sales in the amount of $1419.45. Lenore Combs spoke briefly about the Golf Cart Parade and Cookie Contest. She thanked her Santa’s Elves and announced the winners for cookies and golf cart entries. First, second and third prizes were awarded. (Report Attached) OLD BUSINESS Lorraine Lewis stated 44 residents participated in the Salvation Army Bell Ringing; This year’s collections exceeded last years with intake of more than $1300.00. Beth Parish stated she has not started on the work for the media system; she will have a committee meeting after the 1st of January. Lassey was not present to discuss the video production; residents were encouraged to look for good pictures to forward to her. Vickie Jones talked about the pool chairs; by turning the fabric over, the foam that retains water can be removed. It is suggested that be done and then in the future set a timeline to replace the chairs in the next few years. NEW BUSINESS Vice President McFee requested that residents who become aware of residents needing cards for illness, sympathy, etc. send the names to her and Cathy Richmond. Beth Parrish encouraged members to put suggestions on which streets they would like speed bumps in the suggestion box located in the office. She also stated the resident directory is up and running on the SEPO web site. Pam Lacy encouraged residents to attend the New Year’s Day Brunch; the food will be furnished by the committee and in addition to food they have fun activities planned. Dale Hopfner reminded the members that the Casino Night committee would appreciate donation of prizes. Tim Elliott requested the announcement be made regarding a meeting on January 2 at 5:30 pm at City Hall regarding proposed plans for Tony Butler Golf Couse and encouraged SEPO residents to attend. A gift was given to the individual randomly selected for wearing her name tag (Paula Tramel). Nancy Luellen led us in prayer. OFFICERS REPORTS Vice President Janis McFee reported 3 Get Well cards and 3 Sympathy cards have been sent since the October meeting. The minutes of the October 19, 2018 meeting were read by Secretary Linda Almond. The minutes will stand approved as read. Cathy Richmond presented the treasurer’s report stating Total Income as $657.02, Total Expenses of $00.00 and the bank balance is $23,992.73. The report will be filed for audit. Aida Leach, current resident on Missouri, was introduced as it was her first attendance at Women’s Club. COMMITTEE REPORTS Lenore Combs reported on the Neighborhood Watch activities; the next Neighborhood Watch meeting will be November 19. She also spoke about the upgrade to the McGruffmobile; asked for someone to assist with the monthly maintenance of the Neighbor Watch generator and announced the Stop the Bleed kits are located in the woodshop, Manny’s work area and the SEPO office. (Report attached) Marsha Santow reported on the Shrimp Boil held on October 27, 2018. There were approximately 30 less attendees than last year; the profit was $657.02 . Lenore Combs stated the Veteran’s Day program and potluck was a success and thanked Carolyn Clements and Helen Perry for their presentations. Vickie Jones reported the following on upcoming activities: Two events, Christmas Dinner, and the New Homeowners Party, are in need of volunteers for chairing these events. Goofy Golf is scheduled for November 18 and the Leslie Blasing Concert is scheduled for December 6th from 6 – 8 p.m. The posters for every event are to remain on the bulletin board even if the event has concluded. Janis McFee announced Goofy Golf is planned for Sunday, November 18 at 2 p.m. 100 players have signed up; there is a “spare list” posted if a space opens up. The “bring your own picnic lunch” will be at approximately 4:30 p.m. Mary Hendrickson stated between 65– 70 have signed up for Thanksgiving dinner. She stated turkey, ham, gravy, stuffing and drinks will be furnished. Doors will open at 1 p.m. and dinner will be served at 2 p.m. Mary Dronen – Announced the Memorial Committee provided 6 lunches this year. For the historian book, she would like to have photos of summer activities forwarded to her. Dee Novak noted that more information on the December 6th Leslie Blasing Concert will be forthcoming. Jane Olson announced the Bake Sale / Craft Raffle will be on December 15th; the doors will open at 8 a.m. So far, only 3 have signed up to help so there is a need for more volunteers. The baked goods should be packaged and priced. Crafts can be set up Friday night. She requested gently used items be donated for the raffle. Lenore Combs said the Golf Cart Parade will be December 15; staging will be at 4:30 and the parade will start at 5 p.m. The parade will go down every street here. At this point Encore will not be involved however Lenore and Helen Perry volunteered to work on this with the SEPO board. OLD BUSINESS Irene Philllips stated she now has help with watering the plants at the front gate. She has researched a “drip” system which would cost about $200.00. After discussion Vickie Jones made a motion to form a group of volunteers to further investigate how to work on solutions to improve the décor. Motion was seconded by Sherri Gardner. Debi Warner volunteered to serve on the committee and a suggestion was made that Ralph Peterson be approached to assist with this project. To volunteer, contact Irene Phillips. Lorraine Lewis requested that SSCE residents please adopt angels for the Christmas Angel Tree. The angels can be procured at local businesses or contact Lorraine and she will get them for you. NEW BUSINESS President Anderson discussed the issue of the pool lounge chairs; they are 5 years old and are in need of repair. The estimated cost to repair is $45 per chair and replacement is approximately $185.00. Repair would probably last a year or so. President Anderson and Vickie Jones volunteered to conduct a cost analysis for repair and replacement. Joyce Smith reported on Ladies Golf; dues are $25.00 and she encouraged more women to join. The Las Vegas scramble will be December 8th followed by a potato bake. Cathy Richmond announced a request for a microwave oven on a cart for Thursday Night Happy Hour. Kay Sluyter donated her microwave; a cart will need to be purchased as the current number of carts are needed for events in the hall. Discussion was held on the need to update the media system for Retzlaff Hall. A motion was made by Pam Lacy to have volunteers investigate options; The motion was seconded by Sally Hardy. Beth Parrish volunteered to chair the committee; Lassey Dahlstrom volunteered to serve on the committee. Lassey Dahlstrom would like to put a video presentation of all activities SSCE together; She will have a meeting at her house on November 20th at 2 p.m. Irene Phillips volunteered to help and it was suggested Warren Hertel be invited to attend. Beth Parrish announced she is taking over from Stan Nelson, the communications for the sepoenews@gmail.com . Beth is also taking over the SEPO Web site (www.sunshinecountryclub.com ) for marketing purposes and updating the activities tab. She is working on inclusion of the SEPO board minutes which would be private and only accessible to SSCE residents. Jan Anderson announced that Mahjong is scheduled for Saturdays from 6:30 to 8:30 pm in the Library and Tuesdays from 1 – 3 p.m. in the card room. The new residents present were: Heidi Dill, 1925 W. Iowa Ave. Marsha Remington, 1949 W. Michigan Kathleen Sunders, 1909 W. Montana Ave COMMITTEE REPORTS Lenore Combs reported on the Neighborhood Watch and Cert activities; the next Neighborhood Watch meeting will be November 19. She also spoke about an upcoming 20 hours CERT class. Those individuals who are interested in attending the class should contact her. Cathy Chajec reported for Marsha Santow on the Shrimp Boil scheduled for October 27, 2018. Virtual tickets are on sale now for $10.00 per person. Volunteers are needed to assist with clean-up. She indicated attendees could dress up for Halloween if desired. Social hour starts at 4:30 p.m. with dinner at 5:00 p.m. President Anderson reported for Vicki Jones on upcoming activities: Veteran’s Day will be honored on November 12; Lenore Combs stated the flag burning will be at 4 p.m. and veterans are needed to help with colors. Lenore will be working with other residents relative to having a potluck after the Veteran’s Day ceremony. Janis McFee announced Goofy Golf is planned for Sunday, November 18 at 2 p.m. The contest will be in the same format as the previous contests. A “bring your own” picnic lunch will be held in the pavilion at approximately 4 p.m. President Anderson announced the Thanksgiving dinner will be on Thursday November 22. Bob and Mary Hendrickson are chairing that event and details will be announced at a later date. Irene Phillips reported on the new garden area outside of the SEPO office and her activities related to caring for the plants and other greenery at the SSCE gate. Her report is attached to these minutes. Discussion ensued for using a professional landscaper for the front gate area; it was suggested this item be placed on the November agenda as there will be more residents in attendance to share their thoughts. It is likely if this avenue is pursued, the SEPO board will need to be involved in the discussion, and decision. The Memorial Lunch Committee needs additional members; Please contact Karen Baase for more information. OLD BUSINESS There was no old business on this meeting agenda. NEW BUSINESS Lorraine Lewis spoke about the Salvation Army bell ringing that will be held at Walmart on November 23rd. She needs approximately 40 individuals to volunteer 1-2 hours from 9:00 am to 7:00 pm. that day. Sharon Schaub stated due to a change in leadership at the Salvation Army SSCE will not be participating in the Angel Tree giving at Christmas this year. Lenore Combs gave a presentation on Wreaths Across America. Harlingen will participate in this event which is scheduled for December 15 at 11 a.m. at Pendelton Park. Ten (10) cemeteries will be participating in this event. Additional information will be forthcoming. A gift was given to the individual randomly selected for wearing her name tag (Cathy Chajec).
