Residents and anyone Renting their homes enjoy the same amenities offered here in Sunshine. The golf course is owned and maintained by the Estates. There are no fees for residents to enjoy the golf course or the Woodshop . There may be additional modest fees for some activities, such as Women's Club parties. Many other activities/amenities are free to Estates residents and renters. Homeowners may enjoy the company of up to two house pets. Golf Carts are the most common mode of transportation when going from place to place within the community. One item of interest, any recipe that begins with quick, easy, best or “name” has been edited to have this removed. For example, Cindy’s Lasagna is now just Lasagna. On the recommendation of the publisher, this keeps all recipes for that specific dish together. Newsletter 2026-03: COOKBOOK COMMITTEE - The Cookbook Committee has had its first meeting, with meeting number 2 coming up soon. Our account has been created, design decided upon and a few recipes already entered. We are well on our way! Just a few notes of interest: Cookbooks will sell for $15.00 each. There is no limit on the number of recipes you can submit. In the event there are 2 identical recipes submitted, one recipe will be included, with multiple names of the persons submitting noted on the recipe. A recipe box is located on the windowsill in the library, along with note cards to copy your recipes and drop in the box. A pre-order sheet and money box are also located in the library and will be there until the end of the season. You can make a copy of your recipe, if you wish, in the front office and the committee with pay the .10 for the copy. I definitely want to ensure everyone - it was a 'technical' error. The Google Meet session said it was recording and I verified to Tony just prior to the meeting that I thought it was as well. You will hear that on the recording I'm linking to below. However, the meeting did not get recorded. Normally Tony gets an e-mail from Google within 2-5 hrs after the meeting stating the video is available for downloading. This time - no e-mail - no video. In order for me to be accurate and thorough (or as some may interpret as lengthy - LOL) I also start my tape recorder at the beginning of all of our meetings. In order to be totally transparent with the community, which I guess you could call this Board's motto, I have uploaded my tape recording to the Web site for anyone who wishes to listen to the meeting. Please remember, this recorder is lying beside my laptop, and I also shuffle through lots of paper during a meeting, so you will hear those noises as well. I have listened to the entire tape, and you will definitely be able to hear what transpired during the meeting. It is a ".mp3" file and is available HERE . As I have stated previously, a recap of all Speaker Requests (which there were five of them during the Residents meeting on Dec 13) will also be recorded into the Board meeting minutes from Dec 14, which I will be sending to the community next week. Road Work Approved The Board approved moving forward with the Five-Year Planning Committee’s road recommendations. The approved road work is expected to cost approximately $145,000 . This work includes: Reclamite pavement preservation treatment. Asphalt patching in the most deteriorated areas. Work on the Grace Avenue access road/intersection. Reclamite was recommended because it helps preserve existing asphalt and may extend the useful life of the roads. The Board discussed that traditional road reconstruction is becoming extremely expensive. Initial estimates for some road work were much lower than the bids received. What was originally expected to cost approximately $42,000 came back closer to $100,000. Because of these rising costs, the Board chose a preservation-and-patching approach now rather than waiting until the roads require more extensive reconstruction. The Grace Avenue access road is included in the approved project, but the Board plans to contact Encore to discuss possible cost-sharing because that road may also benefit Encore residents. Why This Road Work Matters Roads are one of the Association’s largest long-term infrastructure expenses. The Board discussed that future road reconstruction could cost hundreds of thousands of dollars. The current road project is intended to protect the roads now, extend their life, and delay more expensive reconstruction. The Board emphasized that delaying necessary maintenance can make future repairs much more costly. Current Financial Situation The Association is facing serious financial pressure. The Board stated clearly that the Association does not have the large reserve balance some residents may believe it has. After the road project, roof work, likely air conditioning replacement, and other capital needs, the reserve fund is expected to drop to approximately $75,000 . We should have a reserve fund of at least $500,000 . Current HOA fees do not fully cover the Association’s annual operating budget. The Association has been relying on other income sources, such as storage lot revenue and interest income, to help cover annual operating expenses. The Board also discussed that costs have increased significantly over the past several years, while the Association’s ability to raise revenue is limited. Budgeting Limitations Under current rules, the annual HOA fee increase is limited to $45 per home per year . That increase generates only about $14,000 in additional annual revenue. The Board explained that this amount is not enough to cover rising costs, rebuild reserves, or prepare for future major road expenses. In addition, Association policy requires a portion of HOA revenue to be placed into the reserve contingency fund. The reserve contingency fund is intended for major needs such as: Roads. Irrigation. Emergency building expenses. Because of this, the HOA fee increase cannot simply be used to cover regular operating expenses. How the Board Plans to Approach the 2027 Budget The Treasurer will work on the 2027 budget over the summer. The Board expects to review and discuss the proposed 2027 budget at the October Board meeting . One budgeting approach discussed was to use HOA fees only for regular operating expenses. We will have to cut our budget to $455,000 for the next year and likely future years. This will have to look at all expenses, including employees and seasonal adjustments. Under that approach, other revenue sources would be directed toward rebuilding reserves and funding future capital needs. Possible reserve-building revenue sources discussed included: Storage lot fee increases. Golf cart or golf course-related fees. Green fees or golf memberships. Other amenity or user fees. Sponsorships, such as benches or golf hole sponsorships. A possible buy-in fee for new home buyers. The Board also discussed the need to review expenses carefully and not rely only on asking residents to pay more. The goal for 2027 budgeting is to identify both: Reasonable cost-saving measures. Responsible ways to increase revenue and rebuild reserves. Special Assessment Discussion A special assessment was discussed as a last resort, not the first option. A special assessment would require approval from 51% of all homeowners . That means 157 yes votes would be needed. The Board recognized that this would be difficult and that residents do not want a special assessment unless absolutely necessary. Bottom Line The Board approved approximately $145,000 in road preservation and repair work because road conditions and future road costs are a major concern. The Association’s reserves are expected to drop to approximately $75,000 after major capital projects. Current HOA fees do not fully cover annual operating expenses, and the allowed annual increase of $45 per home generates only about $14,000 . The 2027 budget process will focus on controlling expenses, identifying new revenue sources, and rebuilding reserves for future road, irrigation, and emergency building needs. Residents should expect continued discussion this fall about the 2027 budget, reserve planning, and possible revenue or fee changes. If anyone has any suggestions or ideas they have observed work in other HOAs, please let us know. We are open to anything at this point. We just want to ensure this community is in a good financial position moving forward. Then somebody shuffles the deck and calls the cards one by one. If you get 5 across, up and down or diagonally you have a Pokeno. Before each hand people put some pennies in containers. Also, as you're playing you put a penny on each spot that matches the card that's been called. If you get a Pokeno you win everybody's pennies that they have on their cards at that time. There are other ways to win also, like if you get 4 of a kind, 4 corners, etc. No skills needed. No partners. If 3 or less people show up, we cancel. It's not hard, it's a lot of fun. You should show up with a few dollars' worth of pennies so that you're not always running to the bank. Wind: We have had some pretty windy days when we choose not to play.     Activities: Special (2026-2027 Winter Season) Additional Details Resident Photos (2026-2027) *************** UPCOMING (2026/2027) Resident Photos Newsletter 2026-03: Resident Picture Directory - Back in November when I was filling in for Valerie during her vacation, a representative from Universal Church Directories stopped in to talk about creating a photo directory for our community. I took all the information, thinking that this would be a wonderful thing to do during our 2026-2027 season (our last directory was done in 2020-2021). I presented this project to the SEPO board at the February 9th board meeting, and it was approved as a SEPO sponsored event. At the Women’s Club meeting on February 20th, I talked about this project hoping to get a committee started. A huge thank you to Judy Stone and Jill Ventrello for chairing this project. Here is a summary of the details we know now: Dates of photo sessions: several days in both December 2026 & January 2027 (exact dates TBD). Every household photographed by Universal will receive a FREE 8 X 10 portrait and directory booklet. Universal will provide a professional studio right here in our community. If you have pets, you are allowed to include them in your photo(s). Bring props that express you and your personality such as instruments, sports equipment and hobby items. The photo you pick for the directory booklet will also be posted on our community website under the secure resident section. This photo directory project is open to homeowners and renters – we hope all of you will participate in getting your photo taken. Sent 2025-01-01: STAINED GLASS CLASS STARTS THURSDAY JAN 9TH - Stained glass classes will start Thursday, Jan 9th, from 6:30 to about 8:30 p.m. These sessions are for all residents and renters who are interested in trying your hand at stained glass. We have many donated items, such as patterns, tools, glass, etc., so you need nothing but your own imagination, and your two hands, and a desire to try this art form. Classes are held in the woodshop, which is located in the storage area, and you will need your front gate clicker in order to enter. There is no exact order for the classes, so if you miss a week, that is not a problem. I am hoping to have a few other glass artists to assist in helping people feel more comfortable working with the glass. If you have any questions, please do not hesitate to contact me.
