Thanks -- Lenore J Combs 956 245 1276 SEPO DiRector - Storage Lot area Sent 2023-01-26: Good Neighbor Day Golf Tournament (GNDGT) info - Hello Sunshine Friends and Neighbors, The 37th annual Good Neighbor Day Golf Tournament (GNDGT) on March 2-4th is fast approaching. This is a 27-hole, 3-day golf scramble, with an awards dinner on Saturday evening. We have had more than 180 people participate in this event in the past. It is a fun tournament for 55+ aged persons. Each year we encourage Sunshine Country Club residents to participate in any way they are most comfortable. We know that everyone is not a golfer, but this event is a perfect way to get involved in our community and “Let the Sunshine In!” Although the GNDGT Committee will purchase many gifts for the Award Dinner, in the past, we asked residents to consider preparing a gift basket and donating it for the drawing/awards dinner. Gift baskets have been a great success as a personal prize during the awards dinner. Many residents donated these baskets, which the recipients greatly appreciated during the drawing. This year we would also like to open the possibility of Donations. If you would like to participate with a donation, here are some ideas: Gift baskets valued at $25- $50, filled with “new items,” (In past years, many of the baskets were filled with items of their favorite sports team or “New” items purchased from any local retailer or even your hometown). You might consider donating a Gift Card. You can donate any amount from local retailers, including restaurants. Direct monetary donations are also welcome; don’t hesitate to contact the committee chair to make this happen. Gift baskets and other donations must be received before the March 2nd event date. So again shop is closed. Air conditioner is non-functioning as well. It was also discovered someone removed AA batteries from the thermostat. Why? The guys noticed that after filling the ponds the water didn’t seem so salty. Monday morning they tested samples at the pool store, and with another meter that Jerry Wetherby purchased (thank you Jerry). Both samples tested lower than the numbers we received from the Texas A&M lab. So the water had improved, but still too high for using as is. We also sent another sample to Texas A&M to test. We are going to continue working the well by pumping to a street drain and periodically test samples to see if this improves the salt level. Last week I spoke with Norris Leal, an engineering company in Harlingen about the water and waiting for information from them. The Sodium Absorption Rate (SAR) is 17.8 Which falls in the 10-18 range, Medium Sodium Hazard - Gypsum and leaching needed. Jerry Wetherbee and I have been discussing these results and don’t feel we know enough about what this means, regarding the turf that's on our golf course. And we’re going to reach out to the Texas A&M lab for guidance on what we want to do next. I am also going to contact an engineering company here in Harlingen about the aquifers that are in our location and what options might be available to us, regarding the well. The irrigation system we have in place has been showing its age, but Manny, Joe and Lalo, with huge help from Jerry Wetherbee and Pat Heinerikson, are doing repairs. They’ve also been spending a lot of time figuring out how the new pump works with the old system and how many sprinklers can be used at the same time. As far as residents using the water from the well, we don’t feel we know enough about how the salty water will react with your plants and grass, to advise using it. I will post more when I’ve had conversations with those businesses and individuals that I referred to earlier. And again, I appreciate your patience and support while working on this project. But the water coming out of the well has a higher salt content than we were hoping for and Jerry Weatherby has sent water and soil samples to the Texas A&M Soil and Water labs for testing. Information that we’ve been looking at shows that the Bermuda grasses, which are on the golf course, are very resilient to that type of water. But we want to know more about what we have currently for salt in the soil and what types of salt are in the well water. My suggestion is to wait till we get those tests back before you start using the water for your plants. Test results should take 6-10 days.     SCCE MEN'S LEAGUE RULES OF PLAY (Updated 02/22/2024) Fairways Fairways are defined as any portion of the course not considered to be out of Bounds”, a “Hazard” (sand or water), or the “Green”. 1. Ball may be moved 12 inches on the fairways at any time (no closer to the pin). 2. Ball may be moved off of bare ground (no closer to the pin). 3. Ball may be “Picked, Cleaned and Placed” at any time except in a hazard or trap. 4. An unplayable ball may be moved 2 club lengths from the following: (no closer to the pin). A. In bounds but next to “Out of Bounds” marker or wall. B. Ground under repair. C. Short of going into the water or where Water Hazard impedes stance. D. Man-made objects. Out of Bounds and Water Hazards Course boundaries are indicated by white post and/or low cement or wood barriers. A ball must be completely beyond the boundary line to be considered “Out of Bounds”. Water hazards boundaries are considered to be inside vertical face, and it’s vertical extension, of the cement sand bag walls of the hazard. A ball hitting the vertical face of the sand bag wall and falling into the water without touching ground beyond the vertical extension is deemed to be in the hazard and not be the point at which it entered the hazard. A ball lodging in the wall (space between cement sand bags) of a water hazard is deemed to be in the hazard. Drop point for lodged ball will be where it last crossed the hazard boundary before lodging. All balls “Out of Bounds” or in a “Water Hazard” will be played from the point they crossed the “Out of Bounds” boundary or “Water Hazard” boundary. The ball will be dropped no more than 2 club lengths from the point where it crossed the boundary line (no closer to the pin) (1penalty stroke). If the shot that enters “Out of Bounds” or a “Water Hazard”, from a teed ball, the player has the option to re-tee and incur the standard “Stroke and Distance” penalty. ie. Player hits ball OB or in the water, re-tees and lands in the “fairway”. The player now lies 3. LEAGUE DOES NOT USE DROP ZONES. Exception to above rule. If a ball is hit from the 7th tee into the “Out of Bounds” behind the 6th green or if a house obstructs the view to the 7th green, the ball may be put into play by dropping in front of the 7th tee box with a one stroke penalty or may be reteed with utilizing the standard “Stroke and Distance” rule. Sand Traps Grounding club to improve your lie or a practice swing that touches the sand is a 1 stroke penalty. Except as indicated in Picking up your ball (1 stroke penalty). A ball may be picked up and marked when 2 balls are side-by-side in a trap. The ball may not be cleaned and must be placed as close as possible to the original position and condition of the lie after the first player hit (no penalty) Casual Water “Casual Water” is defined as any water pooling on the course in any place nor designed as a “Water Hazard”. Pooling can be considered to occur if water is evident around the sole of your shoe when you stand in a wet spot. When in doubt, consult with playing partners. If doubt still exist, play the original and a provisional and consult with the tournament director when the round is completed. When in “Casual Water”, the ball may be moved back or laterally to gain complete relief no closer to the pin). No penalty. Bridges All bridges will be treated as cart paths. If a ball comes to rest on a bridge the ball may be played as it lies or it may be dropped at the closest point of relief, no closer to the hole, and be played without penalty. Tee Box The “Tee Box” is defined as the area on the teeing ground between the tee markers. The “Tee Box” extends from the front edge of the tee markers to a point two club lengths behind the front edge of the tee markers. Only the ball must be within the tee box when teeing off. If the ball is outside the Tee Box when put into play a one stroke penalty will be assessed and the ball must be re-teed and put into play from the Tee Box. When teeing off, a tee must be used. All whiffs are counted. A whiff is when you address the ball, swing and miss. If a ball does not clear the tee ground, the ball will be played as it lies or opt for re-teeing with a 1 stroke penalty. Greens The “Green” is that area of closely mowed grass surrounding the cup. The “Fringe is the slightly longer grass surrounding the green. For our purposes, the “Fringe shall be treated as “Fairway”. When marking a ball, the marker should be placed behind the ball. If the ball is in the line of another player’s putt the marker may be moved to the side as far as deemed necessary by the player whose line is infringed. The ball will be returned to its original position before putting. Failure to return to return the ball to the original position will result in a one stroke penalty. If the penalty is assessed for failure to putt from the original position, the ball must be placed in the original positioned and putted. A two stroke penalty will be assessed if, while putting on the green, you play from another player’s marker A one stroke penalty is assessed for your ball striking another player’s ball that is lying on the “Green” while putting your ball from any spot on the “Green”. A two stroke penalty is assessed for hitting a club or flagstick lying on the “Green”. The flag may be in or out when chipping or putting from the fringe. If your ball is on the “Green” and the hole cannot be clearly seen, you may ask to have it attended. The flag must be released or removed before the ball gets to the hole. If the ball hits the pin while being tended it’s a 1 stroke penalty. Once a player starts putting he has control of the green and may putt out if he so desires. All putts must be holed. No gimmies! Failure to complete the hole will result in disqualification. Other Rules or Situations Not Covered by Above Rules: USGA rules will deem to be in place when situation or rulings not covered by the mentioned rules occur. In all situations the Rules Committee, made of the League Officers, or their designee(s), will make the final ruling when disputes or rules questions occur. If, while playing, a situation occurs that the players are unsure of, play a provisional ball with deemed relief as well as the original ball as it lies and the Rules Committee will make a determination of the correct sore for the hole after the round. Common Golf Courtesy Exit the "Green" as soon as all golfers have finished putting. Record your scores on the next tee. Do not drive or park carts within 15 feet of the fringe of the "Green". REPAIR ALL BALL MARKS ON "GREEN". Repair and replace all divots on the "Tee Box" or fill them with available sand. Share carts when possible! Rake sand traps after use. Do Not run golf carts through casual water. No practice chipping to the "Greens". Do not spend excessive time looking for a lost ball (3 minutes should be Maximum limit). No loud noises while a golfer is taking a shot. Golfers 90 years or older may hit from the women's "Tee Box" if they desire. Do not drive golf carts between sand traps and "Greens". Practice putting only on the PRACTICE GREEN. Be respectful of workers. Wait till they have completed their task, have waved you up, or are aware of you hitting at them. Here is a breakdown of the various fee amounts for 2020. Golf cart Trail fees are the same - $25. Storage fee have stayed the same as well. Fees range from $100-160 depending on the location of your lot. Availability can be discussed with myself or Mr. Utterback. HOA Fees Annual HOA fee payment before January 20 is $1294. After January 20 the annual assessment is $1320. You can pay quarterly ($330), but it must be paid at the beginning of each quarter (not the end). Monthly payments are $110.00 (A late fee will be added if not paid by the end of each month). It is a not-for-profit SEPO club. All of the money that is collected from those attending the class is spent on purchasing the supplies for the class. It is necessary to close signup two weeks before each class in order to have time to purchase all of the needed supplies. This winter season's classes feature the following: The larger signs cost $50 each and can be made at any class. See examples: The cost of each Dangler is $10. Each month there will be 3-4 danglers available you can pick from that depict something seasonal from the month the class is held. You can make 1 or more - you choose. For example, in December we will be making Christmas danglers. Some of the various designs available for this season are shown here. There is a sign-up sheet in the library area where you can place your name and contact number if you choose to help out. I will be looking for turkey bakers, kitchen help preparing the dressing & gravy, turkey carvers, decorating help, and clean up. If I receive enough help with the preparations, I will post a sign up sheet in the library on November 14th. Cost will be $6 per person and a dish to pass. One person, a dish to feed 6; and couple, a dish for 12. Such items as mashed or sweet potatoes, green beans, corn carrots or other vegetables, cranberry relish, deviled eggs, or other relish tray, or pie/dessert. There will be a women's club box and envelopes to fill out and put your money in. These are considered virtual tickets and we will have a list made up so we know who and how many are coming. The menu will consist of Turkey, Ham, Dressing, and Gravy prepared by the committee. For any new residents, this is a good way to get your "feet wet" and see what it takes to be part of a crew to host a party. While we are now fortunate to have Lalo available to do the careful mowing / trimming, the bulk of the maintenance for that area has been the responsibility of the Birding and Nature club / enthusiasts (BNE). Part of that is the care of the flower beds around the Gazebo. The flower beds are planted with two varieties of material that are quite hardy here in south Texas and require relatively little attention. It has been determined that the paint is being splattered throughout the Estates by the garbage trucks. There will be construction throughout most of the season so please use proper ‘paint can disposal’ methods. Any paint in the can should be allowed to dry by removing the cover.     BYLAWS OF THE WOMEN’S GOLF ASSOCIATION SUNSHINE COUNTRY CLUB ESTATES HARLINGEN, TEXAS ARTICLE 1: NAME AND OBJECTIVE This organization shall be known as the Women’s Golf Association of the Sunshine Country Club The objective of this organization shall be to bring into closer unity the women golfers of Sunshine Estates through a planned schedule of meetings and competitive events for the general purpose of encouraging a spirit of friendship, sportsmanship and fair play among ARTICLE II: MEMBERSHIP, DUES, MEETINGS Sec . 1. Membership shall be open to all property owners and renting residents of Sunshine Estates. Guests may play a maximum of two (2) times and are not eligible for prizes. Sec. 2. Annual dues shall be determined at the March meeting and voted on by the membership Sec. 3. To be considered a member eligible to compete and vote, dues must have been paid at the beginning date of league play or within two weeks of the member beginning league play. Sec. 4. Regular monthly meetings shall be held on the third Wednesday of the months of November through March, immediately after completion of play or as posted. Sec. 5. A quorum of 40% of the membership shall be required before business requiring votes can be Sec. 6. Special meetings may be called as required with proper notice being given. Sec. 7. Meetings of the Association and of the Executive Board shall be conducted in accordance With Robert’s Rules of Order, Newly Revised, when not inconsistent with these BYLAWS. ARTICLE III: OFFICERS Sec. 1 The elected officers of this organization shall be: President, Vice President, Secretary, Treasurer, and Handicap Chairman Sec. 2. These officers shall be elected at the regular March meeting. The President and Vice President Will be elected for a term of one year each with the Vice President moving to President the following year. The Secretary, Treasurer will serve two years each and the Handicap Chairman may serve an unlimited term. The officers shall assume the duties of their respective office following the election. Sec. 3. No officer shall be eligible to serve more than two years in succession in any one office. Sec. 4. In the event the President is unable to complete her term of office, the Vice President shall automatically assume the title and duties of that office. Vacancies occurring in any office other than that of President, shall be appointed by the remaining members of the Executive A. Duties of the President shall be: 1. To serve as Chief Executive Officer of the Association and ex officio member of all committees with the exception of the Nominating Committee. 2. To serve as official representative of the Association and to designate other necessary representation. 3. To preside at all meetings and functions of the Association and of the Executive 4. With the approval of the Executive Board, to make such appointments from the Membership as required and not otherwise provided for (such as three election Tellers, if needed, auditors, Chairman of Rules Committee, Guest Day, Chairman of the Championship tournament, etc.) 5. To cast an open vote at meetings whenever necessary to break a tie. 6. To maintain general supervision over all affairs of the Association and to report to the general membership on the activities for the year. B. Duties of Vice President shall be : 1. To serve in the absence of the President and to perform all duties that office as outlined above whenever required to do so. 2. To designate weekly hostesses when vacancies occur and post duties thereof. 3. To supervise, purchase and present each special awards programs such as Birdies and Chip-ins, Banks Award, or any special awards determined by the Executive C. Duties of the Secretary shall be: 1. To keep a record of all meetings of the Association and Executive Board. 2. To conduct correspondence as necessary for the Association or at the request of 3. To keep an up-to-date copy of the BYLAWS and have it available at all meetings. 4. To perform such duties as the President direct. D. Duties of the Treasurer shall be: 1. To assume full responsibility for receiving and dispensing of all Association’s funds. An assistant can be appointed to perform the duties of that office if necessary, such as during the summer months if the Treasure is not a year around resident. The Treasurer and assistant each being able to sign checks. 2. To keep a detailed accounting of all money received /expended. 3. To collect annual dues from each member joining the Association for the period of November through March. 4. To receive all money from special events or fund-raising functions and dispense as directed by the Board and /or general membership of the Association. 5. To pay all authorized Association bills and maintain all substantiating records. 6. To post in the Association bulletin board a current roster of all paid up members 7. To make a report of funds whenever called for by the President at the monthly 8. To pay all outstanding debts of the Association following the final golfing day in March so that said books may be closed in time for a report by the auditors. 9. To serve as Chairman of the Budget Committee. E. Duties of the Handicap Chairman: 1. To prepare and post on the Association bulletin board rules regarding handicapping procedures. 2. To keep record of all Wednesday scorecards and adjust handicaps accordingly thereto, based on the best four of the last six scores. 3. To post computation of handicaps weekly. 4. To compute a handicap for a beginning golfer based on four scores, either from league play and/or with another golfer. 5. In case of a temporary absence or the Handicap Chairman, the President can appoint an assistant to perform these duties as provided by the BYLAWS. ARTICLE 1V: NOMINATIONS & ELECTIONS This Committee shall be composed of three (3) members appointed early enough for their slate of officers to be present at the February monthly meeting with the election held at the March meeting. Nominations may be made from the floor with the prior consent of the one newly nominated. A. Election shall be by secret ballot if there are multiple nominations. No absentee B. In order to be elected, a nominee must receive a majority of the votes cast. C. The elected officers shall be announced by the Chairman of the Nominating Committee at the conclusion of the business meeting in March. ARTICLE V: ADMINISTRATION Sec. 1. The administration of the Women’s Golf Association shall be vested in and managed By the Executive Board which shall be comprised of the five elected officers, each of Whom shall make a report at the regular meetings. Sec.2 It shall be the duty of the Executive Board: A. To transact all detailed business of the Association. B. To propose plans and recommendations for the consideration of the members at C. To operate under the budget based on the dues collected and other fund raisers for Sec.3. At least three of the five elected officers must be present to constitute a quorum. ARTICLE VI: AMENDMENTS Sec. 1. Proposed amendments to these BYLAWS shall be posted on the Associations bulletin Board and a vote to approve same will be held at the following meeting. Sec.2. These BYLAWS may be amended at any regular meeting be a vote of a majority of Sec.3. These BYLAWS shall be reviewed at least every two years, even if no revision is made.

Donuts and Coffee will be served. Golf play will be right after our meeting. This is our last meeting of the year, we have a few items to finish up, and election of new officers. We then will have one more official league play March 27th. We continue to play on Wednesdays for fun action during April and May, then those who live here year-round continue to play all summer, usually at 8:00 before it gets too hot. Official League starts back up November 6th, 2024. A reminder we have our Golf Award/Lunch this coming Friday, March 22nd, at 11:00 am in the Hall. Even if you did not play in the Tournament and are a paid woman golfer you are certainly welcome to attend the lunch. We have awards to hand out for our 3-day tournament and to give a fair well wish to Helen Perry, who has been a welcome member of our Women's Golf League for many years. Helen you are missed already. Just a note we will need to be out of Hall by 1:00 pm, another group is needing to start preparation for another event. Again, thank you for a successful year and taking part of a great organization. Kady Pohlmeyer 956-642-6003 ************************* Barbara Ann Carlson Barbara Ann Carlson of Harlingen passed away quietly while surrounded by family on March 16, 2024 at the age of 84. Barb was born the middle of three girls on June 20, 1939 in Peoria, Illinois to the late Hank Zipper and Katherine (McCann) Zipper. She spent most of her childhood playing with her two sisters Carolyn (Wally) Anderson and Bonnielyn (Bill) Witt. She loved playing jacks, kick-the-can, and even playing pranks while growing up. She also enjoyed playing baseball with the team of boys that her dad coached when they were short players. After graduating from Peoria High School in 1957, she worked as a secretary, and then accountant at Hiram Walkers. Barb met Carlton Toby Carlson in June 1958. They were married on Oct. 10, 1959, and honeymooned in New Orleans. The couple then moved to Evanston, Illinois where they had two children: Eric and Kady. In 1966, they moved to Toronto, Canada for two years, where Barb developed a love of the team sport curling. After that, the family settled in Minnetonka, Minnesota. Barb and Toby spent many weekends in northern Minnesota on Howard Lake, first at Moore Springs Resort, and then at her parent’s cabin. There were many fond memories of playing cards, fishing, turtle hunting, and time with her sisters and family. Before retirement, Barb worked as a head bookkeeper for Kraemer’s Hardware, and then at Opportunity Partners, a non-profit foundation. She was also a grief mentor for people who lost family members. Barb loved traveling, which included cruises and trips to Africa, Alaska, Russia, and Asia, amongst many other places. After Toby passed away in 2001, religion and faith became an important part of her life and she was confirmed at Zion Lutheran Church in Hopkins, Minnesota in Nov. 2001. Barb moved to Harlingen in 2011, where she met the second love of her life, Jack Scott. They continued traveling –– going to China to see the Terra Cotta Soldiers, the Panama Canal, and their regular camping trips on South Padre Island. Barb was preceded in death by her parents, her husband Toby, and brother-in-law Wally. The memory of Barb will be cherished by her friend Jack, son Eric (Janet) Carlson, daughter Kady (Terry) Pohlmeyer, grandchildren Bryce (Jenn), Shane (Stephanie), Paige (DJ), Tara (Alex), and Corey, and two great-grandchildren Isla and Quinn. A memorial service will be held at St. Paul Lutheran Church, Harlingen on Saturday, March 23, at 11 a.m., with graveside services at Glendale Cemetery in Washington, Illinois at a later date. First - What the Election Committee needs is for at least one Sunshine Estates Property Owner member (someone eligible to vote) from each household to review the attached directory to ensure your Sunshine address(s) and your AWAY address (if you have one) are accurate. If the address(s) or ANYTHING ELSE needs corrected, let me know. Second – Provide which mailing address (Sunshine or AWAY ) you want on the outside envelope of your election packet. Sent 2025-12-01: Fiber Optic Installation - Hello Sunshine! As you may have noticed the installation of the fiber optic has started. Today they are behind the homes on Minnesota, near the Tx/Mn intersection. They are opening up small holes along the installation route to make sure they aren’t disturbing existing utilities as they push the fiber optic cable in. This will be the process for most of the installation. The path they are using for the installation is generally in the easement for utilities. The easements on your property are 10’ on the property lines bordering the street and 5’ on the back and interior property lines. Depending on weather and obstructions, these holes shouldn’t be open for more than 72 hours. Please stay out of these areas when the holes are open. The SCCE Neighborhood Watch is a volunteer program, and you are cordially invited to support it. There are no fees or dues - just asking for your time and talent for our projects. There is a complete description of our mission and projects posted on the NW bulletin board in the library. Patrols can always use volunteers. Goals & Objectives: To assist with development and support of our NW To promote public awareness and increase resident participation in crime prevention To contribute to crime prevention practice and build a stronger Sunshine community To promote community cohesion and increase confidence in local policing To act as a forum - coordinate resources and partner with local Law Enforcement Agencies The CERT Team - Community Emergency Response Team: Volunteers trained in accordance with the Harlingen Fire Department "to hold down the fort until professional help arrives". Since the flood last spring, many of you are driving different vehicles. Please, contact Valerie in the office or me, Jean Burgoine, if you need a Sunshine sticker for your rear windshield. This little sticker identifies your vehicle as belonging in the Sunshine community. This makes it easier for the people on Neighborhood Watch. Several years ago, my car broke down on the expressway. A passing driver from Sunshine noticed my sticker and came to help me. That little sticker does a lot of good. On September 6th, we had a powerful little storm with high winds, lots of thunder and lightning, and heavy rain. I found 2 nice patio cushions on the number 5 fairway. My plan with your help will be to provide them each with a backpack filled with pencils, crayons erasers, coloring books, a toy from Santa and Mrs Claus...Barbies for the girls and a truck or car for the boys, a pillow and pillowcase(cases being made thanks to the quilting group), small stuffed animals, treats, and music. Many of you have already left for up north, if you find good deals on any of these items and would like to contribute, I can guarantee these children will be appreciative. I've experienced it in Brownsville. Many of our migratory birds are returning to the Valley. Redwing Blackbird. March 21 is the date for our field trip to Santa Ana. We will meet at the library parking lot at 7AM and depart at 7:30. Arrive at Santa Ana at 8:30 in order to secure a guide. Cost is $5.00 per car. Walk- a- bout with Ralph, Saturday, Feb 15, 8:30 at the gazebo, in conjunction with the Great American Bird Count, Feb. 14-17. Next meeting we will Welcome Keith Hackland as our guest speaker, 7PM at Retzlaff Hall. Keith is an avid birder and Naturalist and owns and operates the Alamo Inn in Alamo, Texas. See ya on April 21st. Also, the CERT class was postponed for now as Fire Chief Darrel Loftus is doing a new class of Firefighters and he is very busy. But count on your return in the Fall for a class. A class is usually 5 or so weeks (usually one weekly 4 hour class) Well worth the time & effort. Our books are even ready for us. I still have your names and we can probably take a few more. Anyway, y'all have a safe trip home. BTW - Over at Encore Resort ..... a man had a heart attack, dropped on the floor, one of the NW folks started CPR, another called EMS and ----- the man is alive and well. He was taken to the hospital - is stable and doing well. So if anyone needed a push to take a class on CPR - you just had it. I'll be around if anyone has questions.
