Aside from decorating Veterans graves, parades an d services are often held but after WWII, the purpose broadened and now recognizes all those who have served in all American Wars. The National Remembrance Act - Moment of Silence - pause at 3pm local time. (We will incorporate this with the program at the Gazebo). Sunshine is a proud community and there are 2 parts to our Memorial Day program - the Veterans Tribute (Golf Cart Parade & Gazebo Program) and the Pot Luck which will follow shortly thereafter in Retz Hall. There is a sign up sheet in the Library. For the Parade and Gazebo part, I am looking for volunteers to help with several facets. The Pot Luck Team are doing their thing at Retz Hall. John and I need Flag Bearers to carry the Branch Flags and 2 escorts with wooden rifles (that don't shoot). Hoppy will help with sound. John will help with the Flag ceremony. I need 2 Neighborhood Watch volunteers to mark the area by the Gazebo from where the Flags will enter.     SEPO Architectural Control Committee (ACC) Architectural Control Committee (ACC) See Also: Covenants - Exhibit B concerning ACC (This is from April 2021 Newsletter) The Architectural Control Committee (ACC) is alive and well and working in conjunction with the SEPO Board to actively cause residents to follow the Covenants, Bylaws and Policy & Procedures of our Community. Every resident in our community has a legal obligation to comply with our Covenants and Bylaws. These Covenants and Bylaws run with land. They can only be changed by specific votes of our community which are identified in the Covenants and Bylaws. The SEPO Board nor the Architecture Control Committee can approve any construction that conflicts with our Covenants. Every owner has this same obligation. We are aware there may have been past construction, either intentionally or unintentionally, which conflicts with our Covenants and/or Policy & Procedures. The ACC is diligently working to identify and trying to mitigate such infractions. The enforcement action by the ACC and/or the SEPO Board is an obligation that is mandated in our Covenants. This effort is to be consistent for the safety and fairness to all the Owners in Sunshine Country Club Estates. If you are considering work on the outside of your home, repairs or building projects you want to do, based on our Covenants which run with your property, you are mandated to submit a request for review of such a project and obtain their approval before any construction commences. The appropriate ACC Forms are located in the library and can also be printed HERE . There is one warning that needs to be stated. Applicants should obtain a building permit from the City of Harlingen or the Town of Combs or obtain a written statement on letterhead from either of these agencies, that state “No building Permit is Required by City of Harlingen/Town of Combs” for the work shown on the attached documents, signed by an appropriate building official from the respective city/town. Once you have obtained either a building permit or statement that no building permit is needed from Harlingen/Town of Combes, attach your submitted material, and complete the ACC form. Then please submit your form to Valerie in the office. The Architectural Control Committee meets the 1st and 15th of each month. If an emergency arises please contact any person on this committee. All other activities/meetings (i.e., Other Golf events, Quilters, Line Dancing, Cards, etc). “PROCESS” for getting an Activity/Meeting request approved. Requestor: Obtain Activity/Meeting Room Request Form from: SEPO office or Document Slot in the Library or Sunshine Web site HERE Submit completed request form to the SEPO Office Mgr as per the priority/time requirements defined in “Item 2” above. If the request form is not ‘required’ in 2.a. above, it should be submitted at least three (3) days prior to the event, if possible. The form should contain as much information as the submitter is aware of at the time of requested approval. As additional details are finalized, such as the actual time of the event versus prep and cleanup times, this new/revised information needs to be supplied to the Office by submitting a revised request form, if possible. This will ensure event conflicts don’t occur and both the SEPO Calendar and the Sunshine website are updated/accurate. When an activity/meeting is cancelled please inform the SEPO Office. For example, a request had been submitted to play a particular card game for a three month period and the group decides to cancel this activity after two months. A revised activity request form will trigger this change to be reflected in both the SEPO Calendar and the website and let residents know the location is now available for others to use. SEPO Board: The Board formally approves/rejects requests submitted for review at the March Board Mtg each year (see 2.a. and 2.b. above). Again, any requests submitted for review at the March Board Mtg need to be in the SEPO Office before March 1 to give the Board time to review them prior to the March mtg. SEPO Office Mgr: March Board meeting – Ensures all requests to be reviewed at the March Board meeting are forwarded to the Board as soon as received in the office. After March Board meeting – Reviews all other requests as they are submitted to ensure the date(s) and time(s) requested do not conflict with anything already approved and scheduled. For these requests the SEPO Office may contact the Board Secretary and/or the SEPO Communications Manager to get questions answered, issues resolved and/or obtain advice concerning approval/rejection of the request. Approves/rejects and dates the request. Notifies the Requestor of ‘Acceptance’ or ‘Rejection’ (and reason why, if rejected) of the request. (The requestor should be provided with and file a copy of his/her accepted/rejected Request Form for his/her records.) Files the Request Form in the SEPO Office (either electronically or physically). Records/Updates the activity/meeting in the SEPO Office calendar. Ensures the Sunshine Website Manager receives the information to post on the website. “Changes” after Approval. As stated previously, the requestor should provide as much information as possible on the original request form. The form should include days/times for all three of the following, as applicable: activity preparation (decorating, cooking etc) the activity itself (i.e., dinner and dance) cleanup (taking down decorations, rearranging tables/chairs etc) NOTE: Please avoid simply requesting to reserve the area(s) where you are holding your event for the ‘entire day’ – unless you will truly be needing the area(s) from 12 AM to 11:59 PM. As additional details, days/times etc, become final or are changed, please submit a ‘revised’ Activity Request Form, and note on this revision, the date of the original request, which was sent to you when it was originally approved. “Timeframes” on Activity Requests. When you are requesting an area for a recurring activity i.e., Cards and you don’t know what timeframe you will be needing the area for, you may leave the end day/time blank or say ‘unknown’. This will be entered into the SEPO Calendar and the website with no end date. However, when/if you do stop holding the event, you need to complete a revised form so that the office knows your reserved area is now open for others to reserve. This will trigger the office to inform the website manager and will consequently keep the community informed of which activities are occurring at any time. There has been confusion in the past about whether an activity that only occurs during the winter season, i.e., a SEPO Club meeting or a particular card game, needs an Activity Request form completed for each winter season. The answer is ‘yes’. Do Not Assume your ‘winter only’ activity will remain in the SEPO Calendar and on the website during upcoming winter seasons without being approved again. There may be other circumstances not addressed in this process about when you do or don’t need to submit an Activity Request form. When in doubt, submit a form to the office.   • Mens Golf Rules of Play_2024 | Sunshine Estates

    SCCE MEN'S LEAGUE RULES OF PLAY (Updated 02/22/2024) Fairways Fairways are defined as any portion of the course not considered to be out of Bounds”, a “Hazard” (sand or water), or the “Green”. 1. Ball may be moved 12 inches on the fairways at any time (no closer to the pin). 2. Ball may be moved off of bare ground (no closer to the pin). 3. Ball may be “Picked, Cleaned and Placed” at any time except in a hazard or trap. 4. An unplayable ball may be moved 2 club lengths from the following: (no closer to the pin). A. In bounds but next to “Out of Bounds” marker or wall. B. Ground under repair. C. Short of going into the water or where Water Hazard impedes stance. D. Man-made objects. Out of Bounds and Water Hazards Course boundaries are indicated by white post and/or low cement or wood barriers. A ball must be completely beyond the boundary line to be considered “Out of Bounds”. Water hazards boundaries are considered to be inside vertical face, and it’s vertical extension, of the cement sand bag walls of the hazard. A ball hitting the vertical face of the sand bag wall and falling into the water without touching ground beyond the vertical extension is deemed to be in the hazard and not be the point at which it entered the hazard. A ball lodging in the wall (space between cement sand bags) of a water hazard is deemed to be in the hazard. Drop point for lodged ball will be where it last crossed the hazard boundary before lodging. All balls “Out of Bounds” or in a “Water Hazard” will be played from the point they crossed the “Out of Bounds” boundary or “Water Hazard” boundary. The ball will be dropped no more than 2 club lengths from the point where it crossed the boundary line (no closer to the pin) (1penalty stroke). If the shot that enters “Out of Bounds” or a “Water Hazard”, from a teed ball, the player has the option to re-tee and incur the standard “Stroke and Distance” penalty. ie. Player hits ball OB or in the water, re-tees and lands in the “fairway”. The player now lies 3. LEAGUE DOES NOT USE DROP ZONES. Exception to above rule. If a ball is hit from the 7th tee into the “Out of Bounds” behind the 6th green or if a house obstructs the view to the 7th green, the ball may be put into play by dropping in front of the 7th tee box with a one stroke penalty or may be reteed with utilizing the standard “Stroke and Distance” rule. Sand Traps Grounding club to improve your lie or a practice swing that touches the sand is a 1 stroke penalty. Except as indicated in Picking up your ball (1 stroke penalty). A ball may be picked up and marked when 2 balls are side-by-side in a trap. The ball may not be cleaned and must be placed as close as possible to the original position and condition of the lie after the first player hit (no penalty) Casual Water “Casual Water” is defined as any water pooling on the course in any place nor designed as a “Water Hazard”. Pooling can be considered to occur if water is evident around the sole of your shoe when you stand in a wet spot. When in doubt, consult with playing partners. If doubt still exist, play the original and a provisional and consult with the tournament director when the round is completed. When in “Casual Water”, the ball may be moved back or laterally to gain complete relief no closer to the pin). No penalty. Bridges All bridges will be treated as cart paths. If a ball comes to rest on a bridge the ball may be played as it lies or it may be dropped at the closest point of relief, no closer to the hole, and be played without penalty. Tee Box The “Tee Box” is defined as the area on the teeing ground between the tee markers. The “Tee Box” extends from the front edge of the tee markers to a point two club lengths behind the front edge of the tee markers. Only the ball must be within the tee box when teeing off. If the ball is outside the Tee Box when put into play a one stroke penalty will be assessed and the ball must be re-teed and put into play from the Tee Box. When teeing off, a tee must be used. All whiffs are counted. A whiff is when you address the ball, swing and miss. If a ball does not clear the tee ground, the ball will be played as it lies or opt for re-teeing with a 1 stroke penalty. Greens The “Green” is that area of closely mowed grass surrounding the cup. The “Fringe is the slightly longer grass surrounding the green. For our purposes, the “Fringe shall be treated as “Fairway”. When marking a ball, the marker should be placed behind the ball. If the ball is in the line of another player’s putt the marker may be moved to the side as far as deemed necessary by the player whose line is infringed. The ball will be returned to its original position before putting. Failure to return to return the ball to the original position will result in a one stroke penalty. If the penalty is assessed for failure to putt from the original position, the ball must be placed in the original positioned and putted. A two stroke penalty will be assessed if, while putting on the green, you play from another player’s marker A one stroke penalty is assessed for your ball striking another player’s ball that is lying on the “Green” while putting your ball from any spot on the “Green”. A two stroke penalty is assessed for hitting a club or flagstick lying on the “Green”. The flag may be in or out when chipping or putting from the fringe. If your ball is on the “Green” and the hole cannot be clearly seen, you may ask to have it attended. The flag must be released or removed before the ball gets to the hole. If the ball hits the pin while being tended it’s a 1 stroke penalty. Once a player starts putting he has control of the green and may putt out if he so desires. All putts must be holed. No gimmies! Failure to complete the hole will result in disqualification. Other Rules or Situations Not Covered by Above Rules: USGA rules will deem to be in place when situation or rulings not covered by the mentioned rules occur. In all situations the Rules Committee, made of the League Officers, or their designee(s), will make the final ruling when disputes or rules questions occur. If, while playing, a situation occurs that the players are unsure of, play a provisional ball with deemed relief as well as the original ball as it lies and the Rules Committee will make a determination of the correct sore for the hole after the round. Common Golf Courtesy Exit the "Green" as soon as all golfers have finished putting. Record your scores on the next tee. Do not drive or park carts within 15 feet of the fringe of the "Green". REPAIR ALL BALL MARKS ON "GREEN". Repair and replace all divots on the "Tee Box" or fill them with available sand. Share carts when possible! Rake sand traps after use. Do Not run golf carts through casual water. No practice chipping to the "Greens". Do not spend excessive time looking for a lost ball (3 minutes should be Maximum limit). No loud noises while a golfer is taking a shot. Golfers 90 years or older may hit from the women's "Tee Box" if they desire. Do not drive golf carts between sand traps and "Greens". Practice putting only on the PRACTICE GREEN. Be respectful of workers. Wait till they have completed their task, have waved you up, or are aware of you hitting at them. These scrambles are conducted by volunteers among the players. The person in charge usually changes every month on a volunteer basis. Participants: Any Resident/Renter and any guest you wish to invite to play. Details: All skill levels are welcome. Please sign up in the library/lounge by noon on Friday. Teams are balanced by handicap, as best we can. Early signup helps. The cost is $1 and should be deposited in the Saturday Box in the library/lounge. Everyone meets in the library at 8:40 to find out which hole you start on. Tee off on your hole is at 9 am. Play lasts until around 10:30 am. If the weather is bad, play is cancelled until the next Saturday.

Pool is ready to use---Enjoy!! The hot tub can be used, but the jet are off! The motor that runs the jets is the one that has parts ordered. Hopefully by Monday!!! Lalo has worked his tail off switching filters to get things in line as quickly as possible. To get things done the “right way” – let’s put off using the pool for another day. When I get the green light, I’ll let you know. Hope it will be worth the wait!!! Thanks again for you patience. Beth ******************* Hi: Because of weather and some glitches that have popped up with filters and pumps, am sorry to say the pool and hot tub will not be open Friday. The good news is that both the hot tub and pool look great! With the addition of some chemicals and tender care everything should be soon back to normal.
