Experience and willingness to learn and grow is a plus for homeowners (or their spouses) wishing to volunteer. We need to fill four of the current Board members' positions whose terms are ending in February 2025. There are a total of seven positions that make up the SEPO Board and they are: Officers: President, Secretary and Treasurer Director Golf Course Director Common Area 1 (SEPO Buildings) Director Common Area 2 (Streets, Drainage & Irrigation Ditches and Texas Ave) Director Common Area 3 (Storage & Shop Area, Tennis/Shuffleboard). Who ends up holding each of these positions is determined at the required Organizational Meeting held immediately following the Annual Meeting in February each year. This means a Board member may hold a position this year but may not necessarily retain that position during their second year. It’s up to the Board members to make this determination amongst themselves. If you are undetermined as to whether you would like to serve on the SEPO Board, please ask yourself the following: Do you have ideas about how your community can be managed more efficiently? Would you like to become more involved in your HOA's daily operation? Do you have the time, dedication, and enthusiasm to regularly volunteer your skills for the benefit of your community? SEPO E-News E-Mail Guidelines "Do Not Reply" Updated 04-01-2021 (Rev #1) Concerning Replies to SEPO E-Mails Hi All – I know we have had lots of new neighbors move into Sunshine this year. So, the following may be new to some of you. This is also a reminder to those of you who have seen my ‘do not reply ’ request before. My ultimate goal with these guidelines is to help you understand why you shouldn’t reply to a SEPO e-mail (sepoenews@gmail.com ) unless you are requested to do so . Here is how things work when you want an e-mail sent to the community. A resident sends information that he/she wants the SEPO Community to see by e-mailing that info to sepoenews@gmail.com . The Guidelines for requesting a SEPO e-mail to be sent are located on the Web site here . An e-mail request from the resident comes to the sepoenews mailbox, which is monitored by the SEPO E-Mail Admin . At the current time that is Beth Parrish. If your request is an emergency – please state that, and it will get sent out as quickly as possible. When preparing to send the e-mail a Resident requested, it is copied and pasted into a system called Send-In-Blue. That is why you see the ‘unsubscribe’ message and the sendinblue Logo at the bottom of each e-mail sent. If you wish to unsubscribe from our newsletter, click here 5. When you receive a Community E-Mail from the Send-In-Blue system the following are constant: The ‘From’ always says SEPO Community . The ‘To’ is the e-mail address that you, as a Resident, has supplied to the e-mail admin. So now – in ending this long explanation – here are the KEY points to remember: The e-mail admin is the only one who receives REPLIES to the sepoenews mailbox. That means the admin is the one who would need to ‘forward’ your reply to the composer of the e-mail - which is far too time consuming to do. That is why it is so important to reply to the COMPOSER of the e-mail (unless you are requested to reply directly to sepoenews@gmail.com ). I am sure most of you know the Communications Manager does spend a lot of time working on SEPO E-Mails, the Web site and the Newsletter. Thanks for your support. Many residents lined up along the Parade Route showing their support, cheering us on, tossing candy and enjoying this seasonal festivity with family, friends and neighbors. A special Thanks goes to all the entrants as their time and talent plus endurance led to this successful event. Eleven challengers vied for the prestigious Women's Club award for "best decorated". Winners were 1st Place: Terry and Rich Debackere - 2nd Place: Heidi Dill and 3rd: Kathy Walker and granddaughter Jessica. Cathy Richmond with fearless Gizmo and Share Nelson with mischievous Maggie contributed to this pet-friendly part of the entourage and the McGruffmobile was proud to have his crime fighting four legged buddies as backup. Larry Lentz and his wife Linda, (son of Alice Montgomery), new resident, new volunteer for NW Patrols and recent Citizens Police Academy graduate drove his golf cart advertising our CERT Team. Lisa (new resident) was pressed into action 30 minutes before showtime as our Firefighters were battling a field fire until the last minute - possibly not able to show up to carry Santa. Several of Santa's helpers helped dismantle her beautiful Thunderbird convertible so Santa could be chauffeured. (The reindeer had a previous engagement). Sgt. Jaime Palafox volunteered to be our lead HPD Police Car supporting efforts of our Neighborhood Watch. Bob Saylor drove the NW Golf Cart (the McGruffmobile is named after the famous crime-fighting dog Mr. McGruff). So the phrase "It takes a Village,,,," puts it mildly when you think of how many Sunshine folks were involved and our neighbors - don't forget the Choraliers, the Christmas Tree Lighting, Hot Cocoa and cookies and Santa photo op. Sent 2025-02-17: 2025 SEPO Election: Some Final Very Important Info - At the time this email was sent, you had 24 hours left to vote in the 2025 SEPO Election. The locked Ballot Box is in front of Valerie's Office. A quorum is required in order for the Annual Meeting to proceed and the ballots counted. Otherwise, the meeting is adjourned and no election can be held. A quorum is 306 times 51% = 156 Proxy Signatures + Homeowners signed in as Present at the meeting. If you haven't voted : Voting closes at 1 PM, Tuesday, Feb 18, 2025. If you have voted but didn't sign the "Attendance Proxy" statement. Card tables with Sunshine street signs will be set up in the hall between 12:30 & 1 PM on Tuesday, Feb 18 and members of the Election Committee will assist you with signing in to the meeting. Do not bring your ballot to the hall to the sign-in portion of the meeting. It must be placed in the ballot box. If you own multiple homes or own a lot entitled to multiple votes, you must sign 'each' attendance proxy envelope. If you only sign one envelope and not all you received, the unsigned envelopes do not count as part of the quorum and you must sign in prior to the meeting. I thought you might be interested in seeing the totals for each. I went to the post office and weighed one envelope on Monday. It required three (3) stamps @ $.73 per stamp. The cost to mail 87 packets was $190.53. And that was with one single ballot in the packet! And that is why you all have been receiving email after email from me to come get your ballots. Look at what that saved SEPO. I want to give a special thanks to: everyone on the Election Committee. They worked tirelessly beside me these last few days. Tracy Wagner, your Board Treasurer, who sat in the library for four hours answering homeowners questions. Tom Perrier, your Board Director of Streets+, who went with me to the post office today to mail the remaining ballots. Of course, I made him carry them :) everyone who helped me through this entire process to date, answering my questions and guiding me through any process I was unsure of. In order to make her more visible to those driving in the area, I have placed a ring of red rocks around the nest. Her young will be adorable, so I hope you will join in helping to protect her. SEPO Architectural Control Committee (ACC) Architectural Control Committee (ACC) See Also: Covenants - Exhibit B concerning ACC (This is from April 2021 Newsletter) The Architectural Control Committee (ACC) is alive and well and working in conjunction with the SEPO Board to actively cause residents to follow the Covenants, Bylaws and Policy & Procedures of our Community. Every resident in our community has a legal obligation to comply with our Covenants and Bylaws. These Covenants and Bylaws run with land. They can only be changed by specific votes of our community which are identified in the Covenants and Bylaws. The SEPO Board nor the Architecture Control Committee can approve any construction that conflicts with our Covenants. Every owner has this same obligation. We are aware there may have been past construction, either intentionally or unintentionally, which conflicts with our Covenants and/or Policy & Procedures. The ACC is diligently working to identify and trying to mitigate such infractions. The enforcement action by the ACC and/or the SEPO Board is an obligation that is mandated in our Covenants. This effort is to be consistent for the safety and fairness to all the Owners in Sunshine Country Club Estates. If you are considering work on the outside of your home, repairs or building projects you want to do, based on our Covenants which run with your property, you are mandated to submit a request for review of such a project and obtain their approval before any construction commences. The appropriate ACC Forms are located in the library and can also be printed HERE . There is one warning that needs to be stated. Applicants should obtain a building permit from the City of Harlingen or the Town of Combs or obtain a written statement on letterhead from either of these agencies, that state “No building Permit is Required by City of Harlingen/Town of Combs” for the work shown on the attached documents, signed by an appropriate building official from the respective city/town. Once you have obtained either a building permit or statement that no building permit is needed from Harlingen/Town of Combes, attach your submitted material, and complete the ACC form. Then please submit your form to Valerie in the office. The Architectural Control Committee meets the 1st and 15th of each month. If an emergency arises please contact any person on this committee. S EPO Community E-Mails: October 2021 Sent 2021-10-31: Revised/New Setup at Number 1 Tee Box - For all our owners, a quick update regarding playing golf at Sunshine. All owners and their immediate family play golf for free. Immediate family is defined as the lot owners’: mother, father, sons, daughters, grandchildren, brothers, sisters, and the spouse of any of the preceding persons. Others can play golf, but the fee to play is $10 for nine holes and $15 for eighteen holes per player. We use the honor system. Bag tags and payment envelopes are contained in the mailbox at the #1 tee box. A golfing visitor should add their name to the top and bottom of the blue bag tag, and to the small payment envelope. Place payment and the bottom half of the bag tag into the small envelope and deposit the sealed envelope into the “Pay Here” vault. Place the top half of the bag tag on your golf club bag so it is visible. These instructions are posted at the #1 tee box. (See pictures below) Alternately, owners can pay for their visitors play after the fact by writing a check to the office. Happy golfing. Cathy Richmond Sent 2021-10-24: LOOKING FOR RESPONSIBLE PARTY: Broken Window adjacent to the Golf Course - We have a broken window at 1944 W Montana, owned by Dennis and Carol Welckle. (See pictures below.) The broken window is located at the rear of their home and is adjacent to our golf course. The cause of this broken window mostly likely was from an errant golf ball off the number 7 tee box. If you play golf, you should know you are responsible for damages caused by a golf ball you strike. This happened a few days ago and no one to date has come forward to claim their obligation to the owner to make this right. Attachment 5 – Sale of Excess or Retired SEPO Equipment or Property POLICIES AND PROCEDURES OF SUNSHINE COUNTRY CLUB ESTATES APPROVED BY ITS BOARD OF DIRECTORS DISPOSAL OF EXCESS OR RETIRED SEPO EQUIPMENT OR PROPERTY When SEPO Equipment or Property is no longer required by SEPO, in order to give everyone a fair chance to procure it, if they wish, we will use the process defined as follows: 1) The community will be informed via Community E-mail and physical posting that an item is available for inspection at a ‘specified location’ until a ‘specified Day, Date and Time’. 2) Anyone can send an e-mail (or handwritten bid with a legible signature) to a ‘designated person’ with the amount they are offering by a ‘specified Day, Date and Time’. The ‘designated person’ receiving the bids is not eligible to submit a bid. 3) On a ‘specified Day, Date and Time’ the ‘designated person’ will look at the offers and announce the name of the purchaser to the community via e-mail and physical posting. This restriction mitigates the potential for a few persons to reserve our Common Facilities for extended periods. c. The Pool and Hot Tub are Common Facilities which can only be reserved for Board approved SEPO events. ARTICLE II OBJECT The object of this Club shall be to promote a spirit of unity and friendship among its members through programs and events – socially, culturally, and educationally entertaining and enlightening. The Club may engage in philanthropic endeavors and discussions of vital interest of the day but never be political or partisan. This Club is designed for fund raising and profit to benefit Sunshine Country Estates and no part of the net earnings shall be used for the benefit of any private individual. ARTICLE III MEMBERSHIP Section 1. Any woman who owns property in Sunshine Country Club Estates is considered to be a member of this Club. Even being up here in St. Louis, I know what that means, flooded streets. I'm glad to hear it is dried up today. Beth Parrish said our lawyer has indicated the Board can continue the use of Hybrid meetings. However, we need to state that there is a potential of exposure to Covid-19 by the fact that people are in the same room together. The Board has stated this in the last two Board meetings on 09-21 and 09-23 and will continue to do so ongoing. After some discussion the following was voted on and approved by the Board. This is to/for the entire SEPO Community - The SEPO Board STRONGLY RECOMMENDS that for all SEPO Organizations’ events throughout this winter, until the Covid-19 exposure issue becomes a non-issue, the chairpersons at each of these events incorporate the following statement into their event Agendas/Notices and verbally state it at the beginning of their event. Everyone attending this event “in person”, by their presence, acknowledges potential exposure to Covid-19. Each person is responsible for his/her own choice as it relates to attending events. The pool and hot tub will undergo normal shocking which is routinely scheduled for the first Wednesday morning of each month. The hot tub will remain open Tuesday afternoon and evening. It will be closed Wednesday morning. Both the pool and hot tub will reopen at noon on Wednesday. Please, take advantage of our new showers by using them BEFORE you get into the pool or hot tub. The changes approved are as follows: Elimination of the advance sign-up. Members will show up to play at either the 8:30 am launch or the 10:15 am launch. Fifteen (15) minutes before each tee time, a ball with the player’s name will be drawn for hole assignment. Golfers arriving less than 15 minutes before tee time will not be assigned to a team for that tee time. Early players who arrive late can return to play at 10:15 am. Second shift players who arrive late will need to wait until the following week to play. The fee structure has also changed. Gone is the requirement to pay $1.00 per week and a $20 membership fee. It has been replaced with a membership fee of $40.00 which covers weekly play, tournament costs and administrative costs (ink, paper, etc). Cash only will be accepted for payment. In order to have your golf ball (supplied by Matt Lyne) placed in the case for player eligibility each golfer must pay his $40.00 membership fee before playing. The first date for 2024-2025 season is November 5, 2024. In order to accommodate players who wish to play on November 5, Matt Lyne and Jerry Wetherbee will be available to collect membership fees from 7:30 am to 8:00 am, and from 9:30 am to 10:00 am. Each tag on the tree has the name of a child, whether they are a girl or a boy and their age. You take a tag, put your name on the list and then purchase a gift of not more than $20. Do not wrap the gifts, just attach the tag to the gift. Then put the gift in the box under the table. I know this seems early in the year, but the deadline for this drive is November 23. People are starting to make their way back into the SEPO community and with that, traffic is picking up and I’m getting complaints on speeders. The speed limit in Sunshine is 20 mph and I encourage everyone to go slower than that. We are a senior community with lots of people walking, riding bikes and golf carts out on the streets. So please slow down and ask your guests to do so. Golf cart parade dressed to SCARE up creative fun. 4 pm meet in front of the office and look for some scary prisoners to lead you into FUN parade. In front of the parade….Non perishable FOOD DRIVE on the way to share the love and fun. Have your bags/boxes ready to share. Then…. back to the hall for some surprises you’ll love, with costume contest, food contest for most creative spooky finger food. Bring what you like to drink and fun food to share. A scary host will guide/help you thru thru the scary tunnel entrance to the hall to find your name on the virtual ticket list. $7 a ticket virtual list in the library soon. Only virtual pre-signup tickets will be sold, so don’t wait. Proceeds go toward our Sunshine Country Club community projects. Then…..cut loose for a spooktatular DJ party to wrap up the FUN!!! Thank you to everyone who signed up for the Women’s Club Oktoberfest event! it is shaping up to be a great time this Wednesday starting at 4 PM! If you have purchased your tickets, you will enter through the pool area (Biergarten). There, you will check in for the event and receive a ticket. You may enjoy free beer, share the wealth, hammerschlagen and beer mug holding games for prizes! (weather permitting). At 5 PM, we will enter the hall for a wonderful German meal (coffee, tea and condiments provided) best dressed, best beer stein, best yodeling and best polka dancing fun!
