W Indiana Circle Construction Project

Our roadway contractor, D & J Site Construction, plans to finish all paving today, Friday, October 8.2021, for Michigan and W Indiana Circle. He then plans to provide a seal coat on the old roadway pavement on W  Indiana Circle on Saturday. This type of sealing requires that no vehicles drive on the new seal coat. The vehicle tires will pick up the seal coat, and this will impact the sealing abilities of this new material.

So, please move your vehicles from your garage and park somewhere other than Indiana for the entire day on Saturday. If you do not plan on driving your car, leave it in your driveway or garage.

We will be using cones to delineate a golf cart crossing of  Indiana, but we do not want any golf carts using Missouri to access the golf cart pathway on Saturday. 

On Sunday, you can then return to your usual conditions.

The purpose of the construction on West Indiana Circle is to rehabilitate the street curb drainage and pavement. The 2021 SEPO Board allocated a total of $65,000 from SEPO's Reserve Fund to address residents' complaints and concerns about standing water in the street and deteriorating pavement in the cul-de-sac. A set of engineering plans were developed.  Only after multiple attempts did SEPO obtain a responsive bid within our budget from D & J Site Construction Company.

This project re-establishes the correct drainage water flow line, or slope, of the street's curb and gutter.   As lots were sold and homes built the home builders/contractors did not always re-establish the proper grade of the gutters at the driveway connection to the street.  This created ponds of standing water at several residences. The standing water also caused the deterioration of the pavement. Approximately 500 linear feet of new curb has been constructed and connected to the existing driveways at the correct grade.

 

The contractor excavated the cul-de-sac of West Indiana Circle more than a foot deep.  The base was then compacted, and a super strong geo-grid was placed on top of the base, adding strength to the base materials. For the areas excavated, 10” of crushed limestone were compacted, to form an excellent base compared to our existing streets. ​Then an additional 2” of asphalt will be used on top of the limestone to bring the road to grade with the new gutters. Additional street patching will also be completed on W Indiana Circle. And finally the entire street will be topped by an asphalt seal coat.

The contractor has until October 31 to complete the job.  Currently it appears he will be completed well before this time, if the weather continues to cooperate.  In summary, this project is ahead of schedule and under budget.

Work is tampering down. A total of 10” of crushed limestone in 3-4” layers on front of curbs. Then 2” of new asphalt installed. Additional spot patches to be made on W Indiana Circle. After that the entire street will have a 1/2” seal coat applied so it will all look new.

Work is expected to be complete before the end of September, weather permitting. Contractor is ahead of schedule.
