Have a good summer! - Tom Perrier Sent 2023-04-20: Golf Course Maintenance - All of the following information is contingent on the weather (rain, wind conditions, etc.): At noon Wednesday, April 26, we will begin aerating the greens. We will be completed Friday afternoon. The course will be playable, but the greens will be rough and you will need to skip holes that are being actively worked. Throughout the next few months, on Thursday mornings (while it’s still dark), we will be spraying turf management solution. This is purchased at Home Depot over the counter. It helps with our grass and as a side by-product helps kill mosquitos where they breed. It does not affect ornamentals, roses, flowers, shrubs, trees, fruits, citrus, and vegetables. If you don’t drink it, it’s safe for humans and pets. It has a smell to remind you to be extra aware for you and your critters. Also as needed, there will be periodic spraying to kill clover and encroaching carpet grass in small sections of the course. Thank you for your patience. In an effort to not have SEPO pay more for additional storage space, I have been reviewing the larger files that are linked to on the site. As I suspected our meeting videos took up LOTS of space. So that's where my cleanup began. I have downloaded all BOARD videos dated prior to Oct 1, 2022 to a personal storage device and removed them, along with any links to them, from the website.   • Men's Golf Bylaws | Sunshine Estates

    BYLAWS OF MEN'S GOLF LEAGUE SUNSHINE COUNTRY CLUB ESTATES AMENDED JANUARY 27, 2015 Purpose: To promote mutual enjoyment and friendly competition of male residents of SCCE. General Rules: Male residents shall pay a weekly fee in addition to annual dues in order to play. The bulk of the weekly fee is to be used as prize money for play that week. Guests shall pay normal green fees plus the normal weekly fee to play and will not be eligible for any weekly prizes except CTP. Annual dues of $20 are payable before November 30th• The golf season is from November I" through October 31st. Weekly fee are $1 and are payable anytime prior to play for that week. A player must have current year dues paid to be eligible for weekly prize money. Players will adhere to the SSCCE Men's Golf League Rules of play. (attached) The tee times during the period of November 1 st thru March 31 st will be 8:30 and 10: 15 am,unless there are not enough golfers to warrant two schedules. If this occurs, then a 9:00am tee time will be used. The tee time for April 1 st through October 31 st will be 9:00 am unless changed by officers. Members must sign up by noon on Monday to be eligible to play. All players must pay weekly fees before playing. The weekly payout of prize money will be made after the first round of golf the following week. All score cards must be tallied and signed by the scorekeeper and checked and signed by one other member on the team before turning them in. Players may pick up their winnings as early as the next scheduled play date, but no later than six months from that date. If for some reason they can not collect their winnings, they may make arrangements with the Secretary/Treasurer and the winnings will be mailed to them. All monies not picked up or mailed within six months will be put in the general fund and be used as prize money in the final tournament. Officers will be elected for one(l) season. The term of office shall be from March 31st through March 30th of the following year. League officers will include: President, 1st vice president, 2nd vice-president and Secretary/Treasurer. Only scores recorded during league play will be used to determine handicaps. A minimum of Tbree(3) league scores will be necessary to establish a league handicap. Until three (3) league scores have been posted, a zero (0) will be assumed. Once handicap has been established, the best four(4) of the six(6) most recent posted scores will be used to determine league handicap. The maximum handicap will be twelve (12) and the handicap chairman will revise all player's handicaps once a month. The handicap revision will be done following the fourth Tuesday of every month during the Winter season. Scores will only be posted for handicaps during that part of the golf season from November 18t thru March 31st. For weekly play, players will be placed in flights according to their handicap. A copy of the bylaws and rules will be provided to each member. Bylaws may be adopted, amended, or deleted by a 60 percent majority vote with a quorum present at an official meeting. The "Hole in One" prize ($1 to join) is open to paid members only and will be paid out only for play from November 1st up to the men's championship tournament. During and after the tournament through October 31st, $5 will be paid. No monies will be paid to non "Hole in One" members. However, if a non member gets a "hole in one" on a CTP hole, they will receive the CTP monies. Officers Duties and Responsibilities: Plan and supervise weekly league play on Tuesdays. Hold and chair league meetings each month during the golf season to discuss old and new business. Meetings are to be held on the fourth Tuesday or at the discretion of the officers. Keep suitable records of league play and official meetings. Plan and supervise the annual final tournament within the following guidelines: Schedule for the 1st week of March. Format is 36 holes by flights. A wards to be given for overall low gross and low net as well as low gross and low net in each flight. A player can only win one award. Other presentations and awards as determined by the tournament committee. Establish a "Rain Date" in the event of inclement weather. Establish a date and arrange for an awards dinner. Provide a slate of candidates for all league offices to be voted on at an election held the morning of the last Tuesday in February. Additional nominations shall be solicited from the floor. Officers shall be elected by a majority vote of the members present at the meeting. There shall be no requirement for a quorum. New officers will be introduced at the awards dinner. The Secretary/Treasurer shall collect annual dues and maintain an accurate record of all collections and disbursements. Prepare a list of local golf rules to be followed during league play. BANKS AWARD The Banks Award is to awarded annually to the golfer who maintains the low gross scoring average for the SCCE Men's Golf League. Computation of the average will be based on rounds played during Tuesday league play from November 1st to, but not including the League Championship. A minimum of 12 league scores must be posted in the aforementioned time period to qualify for the award. In case of a large number of play date cancellations, the award will be based on fewer rounds. The winner must be a paid member of the Men's League. The award will be presented at the annual banquet. SSCE Men's League officers, or their designee(s) will be responsible for seeing that the computation is completed in a timely manner. Winner of the Banks Award will receive a trophy emblematic of their accomplishment and have their name engraved on the permanent plaque on display in Retzlaff Hall. The ballots for voting on these amendments, along with voting instructions, were mailed to the entire community via US Postal Service on Friday, January 14, 2022. Between the asterisks below is one of the pages you will be receiving in your ballot envelope. Here is a bit more comprehensive explanation of how the voting percentages works: Amendments to our existing Bylaws can only be made if 51% of the "total" votes cast are yes. Amendments to our existing Covenants can only be made with at least 66% yes votes from the owners (202 yes of the 306 owners). ******************************** CONCERNING PROPOSED AMENDMENTS TO SEPO Bylaws and Covenants The SEPO Board appointed a Review Committee of knowledgeable Owners in March 2021 to review our SEPO Bylaws, Covenants and Policies & Procedures. This Committee consisted of Share Nelson, Pat Harvey, Jerry Wetherbee, Earl Weir and Steve Fransene. After intense review, the committee provided a report to the Board. The Board accepted this report and proceeded to undertake significant effort to review their recommendations, ultimately forwarding them to our Attorney. The Attorney provided input to the Review Committee recommendations and also provided updates to our Bylaws and Covenants pertaining to current Texas Property Code. After another intense Board review and consideration of Owners’ comments, the Board approved to ‘move forward for a vote’ documents containing proposed amendments to our Bylaws and Covenants. The proposed amendments in both documents are classified as: Necessary to follow the current Texas Property Code, or Corrective, editorial, and / or changed for clarity (without changing the intent). Amendments to our existing Bylaws can be made with at least 51% positive votes from our Owners. Amendments to our existing Covenants can be made with at least 66% positive votes from our Owners. PLEASE NOTE: Although the Owners had previously been provided access to documents containing all amendments being considered by the Board, not all of those amendments ended up being included in what you are being asked to vote on. The final proposed Bylaws and Covenants amendments, although not included in this ballot envelope mailed to you, are available for viewing by three different methods, the Sunshine Web site (link provided via SEPO Enews Email) posted outside the SEPO Office available to each SEPO street address if you wish to request the SEPO office (956-425-1420) to print a copy for you. A paper ballot shall be prepared, under the direction of the Board of Directors, to include the nominations of Directors and other items authorized to appear on the ballot. The ballot must be hand delivered or mailed to all members of record (Article II) along with notice of the Annual Meeting. Each returned ballot will be held unopened until the Annual Meeting. A tally committee of which no member shall be an interested person or related to an interested person, will be appointed by the Board of Directors, from the attending members to count the ballots for Directors and other items that may be on the ballot. A PLURALITY VOTE, which is the largest number of votes to be given any candidate when three (3) or more choices are possible, will be the basis for election to the S.E.P.O. Board of Directors. A majority vote will be needed for all other By-Law changes. Results are to be announced at the proper time in the meeting. Cathy Richmond ​ Sent 2022-01-05: How to turn a dog into the Humane Society Harlingen, HSH - The stray pup that Lynne Reed found has been safely turned over to Humane Society Harlingen. We hope a Rescue group that works with them will take her out of state and find her a deserving home. The process to get a dog into the shelter is very different than in the past. HSH is now a no kill shelter but they will no longer accept turn-ins at their building. They want you to foster for them and they will provide the medical care food etc. Sometimes that is not possible, so this is what needs to happen. Harlingen Animal Control needs to pick up the animal and bring them to the shelter. They will only pick up at a Harlingen address. Many of us live in Combes. If Combes is contacted they will keep for 3 days then euthanize. Find a neighbor in Harlingen here to work with you. The phone number for Animal Control is the best kept secret in Harlingen. I kept getting sent back to the Shelter so I contacted Harlingen Police and THEY called Animal Control. I gave my phone number and animal control called me 10 minutes before they arrived. They double checked that they were coming to a Harlingen address. As many of you know, the Board established a Review Committee in March 2021 to review our governing documents; Covenants, Bylaws, and Policies & Procedures. This Committee made several recommendations for changes. The Board reviewed these potential changes and forwarded them to our attorney, Matthew Thigpen. A great deal of time has been dedicated to this effort. The results of these reviews were a set of formatted legislative documents. They are draft proposed Amendments. Since publishing these same links last week the Board has received several comments from Owners expressing concerns about potential proposed changes. I want to make it known that our Board and the Review Committee, plan to vet any possible changes to our Owners before moving forward. Any change within our Covenants and Bylaws requires our Owners to approve by ballot in an election. Therefore, it is paramount that our Owners agree to a listing of final recommended amendments. How we do that has not yet been determined. I have called special Board meetings next week at 2:30 PM on both Tuesday and Thursday during which the Board will address the issues of concern we have received along with the other items described below. The primary purpose of these special Board meetings is for the Board to examine each of the proposed changes to our governing documents and arrive at a consensus that each change is appropriate or not. In every case there are specific reasons for the suggested changes. I believe it is important to hear each of the reasons or rational for the modifications and determine if it is an appropriate amendment. I would also like the Board to address how best to both educate and provide a method for Owners to comment on any proposed amendments. Owners have asked how this is going to be handled? The answer is we do not know yet. The Board has not addressed this issue. It is my hope we can establish a process during our special Board meetings which will be inclusive and would engage members of the original Review Committee, to arrive at any proposed amendments to our governing documents. We also have a chicken and egg issue. The Board needs to identify proposed final amendments documents first. After that determination, I anticipate the community would have an opportunity to comment on each proposed Board change. As of today, the Board has not accepted any proposed amendments that could be put before the Owners’ for review, comment, for an eventual vote. Providing an educational component to this process is essential if any of the Board proposed changes are to be considered and / or approved by our Owners. The Board anticipates we might want to have a series of meetings where the Community is invited to comment on specific changes. The Board, at the conclusion of these meetings, would then meet again to modify the Board proposed final changes or not. The Board wants to hear Owners’ concerns before the Board decides on any final proposed Amendments. It is the Board’s hope that at the special meeting next week we can finalize the processes to both educate the Owner’s and determine how to receive comments. (Siren Operated Sensor) is not working. Lalo has checked it out and could not get it to work (sound its alarm). The Police Fire and EMS use this operation to get in here when necessary. Part of Yelper system is in our gate and the other part is in their Units. When the yelp has been recognized for three (3) seconds a trigger is sent to open the gate. Donuts and Coffee will be served. Golf play will be right after our meeting. This is our last meeting of the year, we have a few items to finish up, and election of new officers. We then will have one more official league play March 27th. We continue to play on Wednesdays for fun action during April and May, then those who live here year-round continue to play all summer, usually at 8:00 before it gets too hot. Official League starts back up November 6th, 2024. A reminder we have our Golf Award/Lunch this coming Friday, March 22nd, at 11:00 am in the Hall. Even if you did not play in the Tournament and are a paid woman golfer you are certainly welcome to attend the lunch. We have awards to hand out for our 3-day tournament and to give a fair well wish to Helen Perry, who has been a welcome member of our Women's Golf League for many years. Helen you are missed already. Just a note we will need to be out of Hall by 1:00 pm, another group is needing to start preparation for another event. Again, thank you for a successful year and taking part of a great organization. I enjoyed every minute working and being part of a great team. I want to personally thank my team who worked hard this year and assisted in many ways to help us all be successful. Kady Pohlmeyer 956-642-6003 ************************* Barbara Ann Carlson Barbara Ann Carlson of Harlingen passed away quietly while surrounded by family on March 16, 2024 at the age of 84. Barb was born the middle of three girls on June 20, 1939 in Peoria, Illinois to the late Hank Zipper and Katherine (McCann) Zipper. She spent most of her childhood playing with her two sisters Carolyn (Wally) Anderson and Bonnielyn (Bill) Witt. She loved playing jacks, kick-the-can, and even playing pranks while growing up. She also enjoyed playing baseball with the team of boys that her dad coached when they were short players. After graduating from Peoria High School in 1957, she worked as a secretary, and then accountant at Hiram Walkers. Barb met Carlton Toby Carlson in June 1958. They were married on Oct. 10, 1959, and honeymooned in New Orleans. The couple then moved to Evanston, Illinois where they had two children: Eric and Kady. In 1966, they moved to Toronto, Canada for two years, where Barb developed a love of the team sport curling. After that, the family settled in Minnetonka, Minnesota. Barb and Toby spent many weekends in northern Minnesota on Howard Lake, first at Moore Springs Resort, and then at her parent’s cabin. There were many fond memories of playing cards, fishing, turtle hunting, and time with her sisters and family. Before retirement, Barb worked as a head bookkeeper for Kraemer’s Hardware, and then at Opportunity Partners, a non-profit foundation. She was also a grief mentor for people who lost family members. Barb loved traveling, which included cruises and trips to Africa, Alaska, Russia, and Asia, amongst many other places. After Toby passed away in 2001, religion and faith became an important part of her life and she was confirmed at Zion Lutheran Church in Hopkins, Minnesota in Nov. 2001. Barb moved to Harlingen in 2011, where she met the second love of her life, Jack Scott. They continued traveling –– going to China to see the Terra Cotta Soldiers, the Panama Canal, and their regular camping trips on South Padre Island. Barb was preceded in death by her parents, her husband Toby, and brother-in-law Wally. The memory of Barb will be cherished by her friend Jack, son Eric (Janet) Carlson, daughter Kady (Terry) Pohlmeyer, grandchildren Bryce (Jenn), Shane (Stephanie), Paige (DJ), Tara (Alex), and Corey, and two great-grandchildren Isla and Quinn. A memorial service will be held at St. Paul Lutheran Church, Harlingen on Saturday, March 23, at 11 a.m., with graveside services at Glendale Cemetery in Washington, Illinois at a later date. I definitely want to ensure everyone - it was a 'technical' error. The Google Meet session said it was recording and I verified to Tony just prior to the meeting that I thought it was as well. You will hear that on the recording I'm linking to below. However, the meeting did not get recorded. Normally Tony gets an e-mail from Google within 2-5 hrs after the meeting stating the video is available for downloading. This time - no e-mail - no video. In order for me to be accurate and thorough (or as some may interpret as lengthy - LOL) I also start my tape recorder at the beginning of all of our meetings. In order to be totally transparent with the community, which I guess you could call this Board's motto, I have uploaded my tape recording to the Web site for anyone who wishes to listen to the meeting. Please remember, this recorder is lying beside my laptop, and I also shuffle through lots of paper during a meeting, so you will hear those noises as well. I have listened to the entire tape, and you will definitely be able to hear what transpired during the meeting.     SEPO Architectural Control Committee (ACC) Architectural Control Committee (ACC) ​ See Also: Covenants - Exhibit B concerning ACC ​ (This is from April 2021 Newsletter) The Architectural Control Committee (ACC) is alive and well and working in conjunction with the SEPO Board to actively cause residents to follow the Covenants, Bylaws and Policy & Procedures of our Community. Every resident in our community has a legal obligation to comply with our Covenants and Bylaws. These Covenants and Bylaws run with land. They can only be changed by specific votes of our community which are identified in the Covenants and Bylaws. The SEPO Board nor the Architecture Control Committee can approve any construction that conflicts with our Covenants. Every owner has this same obligation. We are aware there may have been past construction, either intentionally or unintentionally, which conflicts with our Covenants and/or Policy & Procedures. The ACC is diligently working to identify and trying to mitigate such infractions. The enforcement action by the ACC and/or the SEPO Board is an obligation that is mandated in our Covenants. This effort is to be consistent for the safety and fairness to all the Owners in Sunshine Country Club Estates. If you are considering work on the outside of your home, repairs or building projects you want to do, based on our Covenants which run with your property, you are mandated to submit a request for review of such a project and obtain their approval before any construction commences. The appropriate ACC Forms are located in the library and can also be printed HERE . There is one warning that needs to be stated. Applicants should obtain a building permit from the City of Harlingen or the Town of Combs or obtain a written statement on letterhead from either of these agencies, that state “No building Permit is Required by City of Harlingen/Town of Combs” for the work shown on the attached documents, signed by an appropriate building official from the respective city/town. Once you have obtained either a building permit or statement that no building permit is needed from Harlingen/Town of Combes, attach your submitted material, and complete the ACC form. Then please submit your form to Valerie in the office. The Architectural Control Committee meets the 1st and 15th of each month. If an emergency arises please contact any person on this committee. But it also says "Need Chairpersons". These dates were requested last March by me, only in order for this event to get on the calendar. We haven't had it for the last two seasons, due to Covid-19. So, I know there are residents who really want to see it started up again. Although that seems like a long time off, if this event is going to take place this season, now is the time for residents to step and volunteer to chair it. If you have never chaired such an event there are several residents who have chaired this and other similar golf events. I'm assuming they would be more than happy to get you going and answer any questions you may have. I believe a committee of about six to eight people can put this on. SEPO GIFT & MEMORIAL Fund Ref: SEPO ByLaws - ARTICLE VII - 05 - CHECKS, DEPOSITS AND FUNDS All funds accumulating in this fund shall be administered by a committee of five (5) members to be appointed by the Board of Directors. Each member shall serve for a term of three years with new members being appointed as vacancies occur. Duties of this committee include the keeping of detailed records of contributions including the names of those wishing to be remembered or in whose honor a contribution is made and the amount given. Although consideration will be given for a specific memorial item requested by the donor, the committee will not be restricted to that use taking into consideration the overall needs and appropriateness of the particular memorials. The committee shall act as an advisory committee to the Board of Directors in the use of said funds from time to time. If SEPO has ownership, the Board will have sole discretion for its usage and whether replacement or removal is in SEPO interest at that time. There is no guarantee of replacement. If ownership remains with the donor, then future maintenance, usage, replacement and removal will be the owner’s responsibility and expense, however SEPO may request its removal at any time for any reason or no reason.     Men's Golf Le ague Officers: Summer 2023 Matt Lyne has volunteered to run the Men's Golf League during the summer of 2023. See below for details of summer play. Cost is $1.00 per week which will go toward flight prizes and CTP’s. Prizes and CTP’s will be based on the number of entries. Handicaps used will be those established through the previous league. An optional 27 hole tournament will conclude the league. All men golfers are welcome.
